E-commerce platform to be tapped to bring pure water from Rishikesh, Haridwar.

Doesn’t matter if you live hundreds of miles away from the Ganga: the postal department might soon deliver water from the river — considered holy by the Hindus — to your doorstep, thanks to the initiative of the Centre.
“I used to get several requests on whether the vast network of the posts can be used to get Ganga Jal. I have directed the Department of Posts to utilise e-commerce platform so that pure Ganga Jal from Haridwar and Rishikesh can be provided to the people. They have assured me that they will take proactive step to address the cultural needs of the people of India,” Communications and IT Minister Ravi Shankar Prasad told a news conference on Monday.

During the conference, called to highlight the achievements of his Ministry during the past two years, Mr. Prasad also said the government was working on a single mobile application through which citizens would be able to access over 1,000 e-governance services provided by the Centre, State governments as well as local authorities. The new application UMANG — short for Unified Mobile App for New-age Governa-nce — will be available in 12 Indian languages, besides English.
“This application will be a game changer... a common mobile application for all government services,” the Minister said. Smartphones for postmen
He also said that by March 2017, all postmen in urban centres will be given smartphones, while those in around 1.3 lakh rural post offices will be given handheld devices.
“About 4,000 handheld devices have already been given. It will help in financial inclusion,” the Minister said.

From the discussions, it appears that, the Empowered Committee has made up their mind to recommend to the Government a slight increase in the Minimum Wage. No indication was however given as to the consequential revision of the Fitment Formula and Pay Matrix. There had also not been any hint about the need to restore the percentage of the HRA, which the 7th CPC has recommended for reduction. On Advances and Allowances, abolished, the Government might be advised to setup a committee to go into the matter and make suggestions. In the matter of the New Contributory Pension Scheme also, the Government might refer the demand to a committee.
On the question of pension benefit to the retired personnel, who are covered by the defined benefit pension scheme, the Cabinet secretary indicated that, both the Department of Pension and Defence Ministry were of the firm view that the first option recommended by the 7th CPC to bring about the parity with the past pensioners being infeasible and impracticable (due to the non-availability of the requisite records) might not be accepted and acted upon.
Surprised over this development, the delegation requested for an official formal meeting of the Standing Committee so that the considered views of the Staff Side could be presented. The delegation informed to the Cabinet Secretary that, non-acceptance of the recommendation of the 7th CPC in the case of pensioners will be extremely disappointing for them and will give rise to avoidable discontent. The Cabinet Secretary suggested to the Staff Side to reach out to the Department of Pension and Ministry of Defence in’ the matter. So far he is concemed; he is an open minded on this subject, provided it is workable.
The National JCA will meet on 3rd June 2016 at New Delhi to consider these developments and take appropriate decision.

7th Pay Commission award to go to Cabinet next month

New Delhi: Finance Ministry plans to put up the 7th Pay Commission award for cabinet approval by fourth week of June.

7th Pay Commission award is likely to be sent to the Union Cabinet for approval next month, a top Finance Ministry official said on Thursday asked not to be named because he was not authorized to release the information.
“Implementation cell of the 7th Pay Commission met all stakeholders and took their inputs. The Empowered Committee or Secretaries group will be holding discussions internally on the inputs of 7th pay commission recommendations on June 11 and hope to put up the 7th Pay Commission award before cabinet by fourth week of June,” the official said.
The Finance Ministry received huge comments from various stakeholders on 7th pay commission recommendations.
The official also said 7th Pay Commission award for central government employees and pensioners will be implemented within July.
“The Secretaries group now is reviewing the Implementation cell’s observation and the process of 7th Pay Commission award is in the last stage,” he added.
He said Implementation cell in Finance Ministry has already sent its observation on 7th pay commission recommendations after vetting to the Secretaries group.

New Delhi: The Narendra Modi government will soon launch a new initiative under which Indian post will deliver Gangajal at your door steps.
Addressing a press conference in the capital today, telecom minister Ravi Shankar Prasad said that he has instructed postal department to chalk out a plan to deliver gangajal at people's door stepsby using e-commerce platform.
He said the concerened department has assured him of proactive steps to address the cultural unperniing of people of India about Gangajal.
The Ganga water from Haridwar and Rishhikesh will be made available to the buyers.
The move is also seen as an effort to revive the ailing Indian postal service which has been on downward spiral in last few years.

Precautions to be taken to prevent frauds after implementation of CBS



No TDS for PF withdrawals of up to Rs 50,000 from June 1

No tax would be deducted at source for PF withdrawals of up to Rs 50,000 from June 1. 

The government has notified raising the threshold limit of PF withdrawal for deduction of tax ( TDS ) from existing Rs 30,000 to Rs 50,000, a senior official told PTI. 
"The Finance Act , 2016 has amended section 192A of Income Tax Act, 1961 to raise the threshold limit of PF withdrawal from Rs 30,000 to Rs 50,000 for Tax Deducted at Source (TDS)," the notification stated. 
The provision will come into effect from June 1, 2016, providing relief to subscribers of retirement fund body EPFO . 
The government had introduced the proposal to deduct TDS on PF withdrawals in order to discourage pre-mature withdrawal and to promote long term savings. 
According to existing provisions, TDS is deducted at the rate of 10 per cent provided PAN is submitted. 
TDS will be deducted at the rate of 10 per cent provided PAN is submitted. 
However, in case Form 15G or 15H is submitted by the member, then TDS is not deducted. These forms are to declare that their income would not be taxable after receiving payment of their PF accumulations from retirement fund body EPFO. 
While Form 15H is submitted by senior citizens (above 60 years of age), Form 15G is submitted by claimants below the age of 60 years. 
TDS is deducted at the maximum marginal rate of 34.608 per cent if a member fails to submit PAN or Form 15G or 15H. 
However, there are certain exceptions to deduction of TDS by EPFO. TDS shall not be deducted in case of transfer of PF from one account to another PF account. 
Also, no tax is deducted if employee withdraws PF after a period of five years.

CADRE RESTRUCTURING OF GROUP ’C’ EMPLOYEES IN DEPARTMENT OF POSTS

Sub: Cadre Restructuring of Group ’C’ employees in Department of Posts.

D.G. Post letter No. 25-04/2012-PE-I dated 27th May, 2016.


            The Cadre Restructuring of Group-C  employees of Department of Posts has been undertaken in consultation with Department of Expenditure , Ministry of Finance in pursuance of the approval concurrence of the Department  of Expenditure  vide ID No. 2(45)E.III Desk/2015 dated 12th May,2016 , a list at distribution of the posts containing the existing and revised posts  of Postal Assistants, Lower Selection  Grade, Higher Selection  Grade II & I and also a few HSG-I (Non-Functional Grade) is enclosed for implementation with the  following  instructions:



a)         The post of SPMs in Single  Handed  and Double Handed Post Offices  to the cadre of LSG posts (GP Rs.2800) shown in the  annexure now allotted to the Circle , will be placed in the Grade  Pay of Rs.2800/- in the Pay Band-I..

b)         The post of SPMs in Triple Handed Post Offices, in the extent of HSG-II  posts (GP4200) shown the annexure  now allotted  to the Circle and all other existing norms based LSG Posts in Post offices  will be placed in the Grade Pay of Rs.4200- in the Pay  Band-II. In no case, the total number of HSG-II posts shall exceed the number of posts allotted to the Circle.

C)        Existing  posts in HSG-II to the extent  of posts  now allotted  and shown in the annexure , will  be placed in the  Grade Pay of Rs.4600/- in the Pay  Band-II along with the existing  HSG-I Posts . Remaining HSG-II posts if any shall remain in the GP of Rs.4200 only. In no case, the total number of HSG-I posts shall exceed the number of posts allotted in the Circle.

d)         The Cadre Restructuring of these posts  are only in respect of the  posts from Postal Side  other  than the posts of RMS ., Circle and Regional Offices and SBCO Wings.

e)         If the revised number of posts is in excess of the existing strength of a particular grade the difference will be deemed as  newly sanctioned posts in that grade . Similarly, if the revised number of posts is in  a grade is less than the existing strength the number of posts equal to the difference  will be treated as having been  abolished in that grade.



 f)         The vacancies arising out of the restructuring will be filled up only from the amongst the official who fulfill the eligibility criteria  laid down in the recruitment rules  for the post.



g)         The new HSG-I (Non Functional  Grade)  with the grade  pay of Rs.4800/- is only  for those  who  are  senior  most  and completed  not less than a minimum service of 2 years  in HSG-I  subject to the  number of posts specified  for the Circle  in HSG-I (Non Functional  Grade) (for example  the number of NFG officials in AP Circle should never  exceed (17) after following usual procedure of non functional upgradation(s).



2.         These instructions will be effective from the date of issue of the orders. The actual benefit would however be admissible to the eligible officials from the date of actual promotion.



3.         Receipt of the order may be acknowledged. Immediate action initiated and compliance report sent at the earliest.
