            Sub:-Handling of covid-19 severe-second-wave-crisis- request to save

My Federation records its deep concern on the dreaded second wave of covid-19 tsunami and the need of the national strategy by the DOP on a war footingway for both smooth functioning of the department and to protect the lives of the work force.

 

The following measures are required to take immediately.

1.In several parts of the country the Covid-19 secondwave tsunamihas taken place and deadly virus spreading fast its cruel tentacles.The need of the hour is to devise concrete action plan with regard to personal safety, lives and livelihood of the working force of DOP.

 2. Section 144 has been enforced in several parts of Maharashtra. The imminent threat is that entire country may face an emergent situation.Many state governments are ordering roster system for their workforce. Hence the action of roster system for Postal Staff, staggered working hours, reduced working workings etc. like such orders from the DOP is essentially required so that the lives of the staff be saved and also prevent the POs from becoming spreading centers.

 3. The irony and fact that during the first phase of this deadly Virus many heads of the circles flouted all the DOPT norms. They did not follow the MOH guidelines properly, the roster system was not followed properly. As a result, many inmnocent lives have been lost. Till date the special leave for Covid -19 patients who have been infected during the course of the duty has not been granted by the DOP. So far, the special leave for home quarantine has not been sanctioned. This is being the pathetic condition of the staff; the second wave of Covid-19 has further threatened the lives of the staff and hence genuine measures from the DOP is required to raise the morale and confidence of the staff.

  4. My federation with a heavy heart records here that during the last March-April 2020 the DOP did not issue uniform guidelines/Orders to all the HOCs. The most blunder was that t DOP left it to the discretion of the respective HOC to act asper the requirement of the particular Circle. In many Circles the HOC and the Divisional heads acted most inhuman, threw the DOPT guidelines to wind and Federation strongly feels that many lives were lost due such heartless apathy by some HOCs. The DOP remain as a mute spectator though federation brought all such issues to its notice. Man6y administrative officers exploited harassed the lower-level staff just to secure points for their APARs and thus they costed the lives of the operative staff at lowest level.  Therefore, the federation will not allow to repeat such blatant actions again and hereby emphasize for immediate specific action by the DOP.

         My Federation believes that the DOP would take note of every lacunae put forth and takes possible measures, not only to rectify the injustice done but also set a bench mark for the future exigency. My Federation also requests to clearly devise an action plan immediately considering the seriousness of the pandemic and also constitute a special cell at the Directorate level for its effective implementation.

 

A line in reply on the action taken is requested.
