General Secretary visited following Officers for the problems of Postmen and
MTS.

They discussed the following points -
1. Early
Recruitment of Postman and MTS.
2. Change
the Rules of Postman and MTS Recruitment.
3. (A) To ignore the Orders of 4-11-2013 in respect of
Postman and MTS cadre while upgradation in Vth CPC to TBOP/BCR who got TBOP/BCR
before 1-1-2006 and refix it accordingly in next GP and 3% Increment.
(B) Same Order is applicable to the Promote
Postman/MTS to Postal Association.
4. Discussed
the Uniform redesigning and demanded Rs. 10,000/- for Uniform Allowance.
5. Discussed
the Nodal Amazon Parcel Separate Delivery, demanded to fix norms, beat, fix 8
hours duty, separate post creation is demanded.
6. Modification
of 22-5-1979 Norms on Postal Establishment.
7. Early
implementation of High Court Aurangabad Bench Order of the Postman and MTS
Judgement dated 2-8-2017.
8. Early
implementation of Shri Kamlesh Chandra Report to GDS Employees.
9. Declaration
of Result of Union member re-verification process 2015.
10. Many
other allied issues discussed in the said meeting.
Reply
1. Discussed
in detailed in the meeting of Circle Heads with Postal Board and taken decision
that the Circle who held the said examination successfully will follow in other
Circles for the recruitment.
2. The
comments would be asked from all Heads of Circles and Unions will also be
considered. Thereafter the rules will be changed accordingly.
3. (A) The Compliance report on the Order dated 4-11-2013
is requested from all Circle Heads. Thereafter the action will be taken.
(B) The Compliance report on the Order dated
4-11-2013 is requesed from all Circle Heads. Thereafter the action will be
taken.
4. Will try
to give Rs. 10,000/- or more. And have asked for justification and suggestions
as early as possible.
5. Suggestion/Comments
are requested from the Union on norms, duty hours, Beat, separate post etc.
6. Regarding
negative action on 22-5-1979 again our demands are requested.
7. It is
assured that with the consultation with MOL the implementation will be done
within 45 days.
8. The case
is pending at the level of Finance Ministry.
9. Declare
Result of Members Re-verification 2015 - File pending at our Ministry. Action
will be taken as early as possible.
10. All other
allied issued discussed with the respective DDG/Director and ADG with positive
manner.

General
Secretary met Additional D.G. Smt. Major General Smt. Meera Dutta and discussed
meeting Minutes dated 28-3-2017 on the non-settled issues. All issues are again
discussed in detailed as no action were taken on the said issues.
1. Filling
the vacant posts of the Postman and MTS - Approached positively and Ordered
accordingly.
2. Additional
justification of the Posts of Postman - Circle Heads are directed for proper
revision and intimate to them. They are watching the same.
3. The
rejoining of the Postman/MTS who are cancelled the recruitment process dated
25-11-206. As per the Order of High Court Aurangabad Bench, the same will be
implemented within the period of 45 days with Consultation of MOL.
4. 28-3-2017
meetings items were discussed and it is answered that allied issued. DDG will
observe the compliance report and Union will be intimated accordingly.
5. Discussed
the GDS Strike from 16-8-2017. It is reported that the Kamlesh Chandra Report
is pending at Finance Minister. The said issue is follow-up at their level.
Union also may push at their level.
6. As the
brother of Secretary (P) expired, he is on leave upto 30-8-2017. Hence the
final decision is awaited by the concerned DDG/Director and ADG. It is
requested that in such situation the Strike is not justified.
