We met with DDG (P), DDG (SR & Legal), DDG Estate, DDG (Est.)
and other DDG, Department of Posts, Directors and discussed various issues of
Postman, MTS Staff.
1-Discussed
recruitment on all vacant posts of Postman MTS for year 2009 to 2017 at all
Postal Circles.
Model Rules for recruitment of Postman MTS are under preparation
and in near future will be sent email; and published and will be kept on India
post website for one month for making
suggestions on these Model Rule and upto March
2018 Rules for Recruitment will be amended.
Recruitment after March 2018 will be made according to new Rules.
We are trying that in amended Rules 100% Postman Recruitment should
be from MTS and GDS;only ( 25% from
Seniority-cum-Fitness and 75% from Examination.)
For MTS Recruitment 100% from GDS; (25% on Seniority-cum-Fitness
and 50% through Examination.25% from Casual Labour; if Casual Labour are not
available those post will be filled from GDS.)
This change in Recruitment Rules are brought by FNPO
angle.
2-Departmental
Council Meeting.
We are trying for holding Departmental Council Meeting up to December last and hope it will be held.
3-Fixed
Monetary Allowance
7th CPC recommended Fixed Monthly Allowance for postmen beat full and divided Beat as per
incorrect information provided by the Postal Department i.e. Rs 48/24 instead
of Rs 98/50. We have already taken the issue; now the Department will take the
matter with DOPT for making necessary changes to increase the Fixed Monetary
Allowance.
4-Regarding
New Design of Uniform and Dress Allowance
Discussed and it was told that new design of Uniform is approved
and Minister wants to inaugurate this design Uniform likely in the month of
January 2018.
Rs. 5000/- per year for one Dress Allowance will be paid. We have
demanded Rs. 10,000/- and our demand has been recommended and sent to DOPT till
than Rs. 5000/- will be paid.
5-MACP
Related order dated 04.11.2013- ignoring
TBOP/BCR for Postman, MTS
The matter is still pending and nowhere it is implemented. The DDG(
P) agreed to examine the case and the necessary Orders for implementation of
MACP ignoring TBOP/BCR will be issued early.
6- Union Representatives
should be guided how to keep the
relations with the Subordinate Staff
and Union Representatives to newly Recruited IPS Officers under Training
at...........
Discussed with DDG (P) regarding Training subject of IPS Officers
that they should be guided how to keep
the relations with the Subordinate
Staff and Union Representatives at all level for cordial relations in the
larger interest of Staff and Administration. DDG (P) appreciated our suggestion
and assured for doing the needful.
