 THE DEPARTMENT OF ADMINISTRATIVE REFORMS AND PUBLIC GRIEVANCES (DARPG) RELEASED THE 39TH MONTHLY REPORT ON CENTRALIZED PUBLIC GRIEVANCE REDRESS AND MONITORING SYSTEM (CPGRAMS) FOR CENTRAL MINISTRIES/ DEPARTMENTS PERFORMANCE FOR THE MONTH OF JULY, 2025

 The Department of Administrative Reforms and Public Grievances (DARPG) released the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) monthly report for July 2025, which provides a detailed analysis of types and categories of public grievances and the nature of disposal. This is the 39threport on Central Ministries/Departments published by DARPG.

 The progress for July 2025 indicates 1,47,902 Grievances redressed by Central Ministries/Departments. The Average Grievance Disposal Time in the Central Ministries/Departments for 2025 is 15 days. These reports are part of the 10-step CPGRAMS reform process which was adopted by DARPG to improve the quality of disposal and reduce the timelines.

 The report provides the data for new users registered through the CPGRAMS Portal in the month of July 2025. A total of 63,073 new users has registered on CPGRAMS in July, 2025, through various channels, out of which, 10,114 registrations are from Uttar Pradesh. The Feedback Call Centre collected 74,278 feedbacks in the month of July 2025, where 43,189 feedbacks were collected for Central Ministries/Departments.

 The said report also provides the state-wise analysis on the grievances registered through Common Service Centres in July, 2025. CPGRAMS has been integrated with the Common Service Centre (CSC) portal and is available at more than 5 lakh CSCs, associating with 2.5 lakh Village Level Entrepreneurs (VLEs). A total of 6,422 grievances has been registered through the Common Service Centres in the month of July, 2025. It also highlights the major issues/categories for which the maximum grievances were registered through CSCs.

 The report also presents an overview of the Review Meeting Module, which has been operationalised on 14th February 2025 across Central Ministries and Departments. This module facilitates Secretary-level reviews of public grievances, thereby enhancing the efficiency of redressal mechanisms and improving citizen satisfaction. As of 31stJuly 2025, a total of 132 review meetings has been conducted, out of which 23 meetings held in July 2025.

 The following are the Key Highlights of the DARPG’s monthly CPGRAMS report for July 2025 for Central Ministries/ Departments:

  PG Cases:

       In July 2025, 1,51,509 PG cases were received on the CPGRAMS portal, 1,47,902 PG cases were redressed and there exists a pendency of 67,118 PG cases.

  PG Appeals:

   In July 2025, 21,248 appeals were received and 23,143 appeals were disposed

    The lowest appeal pendency for the year 2025 was also recorded in July, with a total of 14,163 pending appeals

  Grievance Redressal Assessment and Index (GRAI) – July 2025

  Central Board of Indirect Taxes and Customs, Department of Posts, and Ministry of Power are amongst the top performers in the Grievance Redressal Assessment & Index within the Group A (more than equal to 500 grievances) for July, 2025

    Ministry of Parliamentary Affairs, Department of Pharmaceuticals, and Ministry of Tribal Affairs are amongst the top performers in Grievance Redressal Assessment & Index within the Group B (less than 500 grievances) for July, 2025.: NKR/PSM (Release ID: 2155022)

1. Discussed about the hardship, being faced by the staff members due to improper implementation of I.T 2.0 (APT 2.0). Member technology said that on 04-08-25 more than one lakh sixty thousand offices were migrated to new software, because of which the cloud was busy and moving towards normalization. Further told that we have shifted to a new platform, leaving an old legacy. The new software is user friendly and works will be easier. He said that team CEPT is continuously working and hoping that by Friday the situation will be normal. He also appreciated the Postal Employees specially at bottom level, for their restless efforts during implementation of APT. S.G, FNPO submitted a letter to Secretary Posts regarding issues to be resolved in APT- 2.0.

2. Hardware problems of some Circle were also discussed. Member technology said that adequate funds have been supplied for upgradation of hardware to the circles. If required and demanded additional funds will be diverted as per the requirements.

3. Ex-servicemen pay fixation issue DoPT clarification given but it is not favorable to PA cadre. We are trying to meet with Hon'ble MoC for a solution.

4. Supplementary DPC for HSG- II account in Tamilnadu circle- Instructions issued to all Circle to follow the directorate Instructions without fail.

5. Postman cadre restructuring regarding - Member (P) Madam instructed for constituting a committee for early action to submit a report in a month.

6. Asper FNPO request Directorate is issuing order to consider rejected deceased departmental employees family members cases will be reconsidered wef 1.1.2020 (COVID time).

7. HSG II and HSG I one-time relaxation file approving by DOPT for 2025, 2026 vacancies and expecting orders from DOP in the next week.

8. Reimbursement of AC train fares in Premium trains for Sports persons for their events.

9. Non sponsorship of one team by circle is not good practice and Kerala football issue taken up with Member HRD as example and madam assured to issue clear instructions to circles.

10. Rule 38 from PA to SA and vice versa issue asked and assured resolve in the upcoming PA CORO, SA cadre management meeting going to be held under the presidentship of Sri K.Praksh CPMG Karnataka.

11. Melas and BD activity should be stopped immediately till restoration of norman function in POs with APT 2.o .. a letter also submitted.

12. Transfer case of Saran Divn Bihar and Jalandhar issue ..Positive response .

13. Delhi circle 2022 surplus Postmen and Missed MTS list will be finalised by the end of August and in September 2023 postman , MTS promotion memo will be given.

14. Accountant allowance which has to be taken into pay for those drawings prior 31.12.2015 case reminder sent for Finance Ministry(DoE).

15. On 7.8.25 a meeting was held under the chairmanship of Member O and discussed " Mail Parcel Operation Project" and IDC'. Separate branded covers and packing will be used in future and now we are dealing 2 Lakh parcels , 20 lakh mails and International mails 32 K and through this project expecting 10 times more business. Fares will increase soon. L1 RMS offices will be reduced to 42 from 79 and L2 will be increased to 122 from 109 and total Hubs will be 164 instead of 188. NSH offices will be 32 instead of 95. RTN will be point to point only in future to ensure accuracy in transport time. Project intention is to increase the confidence of the customer towards reliability, security and time-bound assured delivery of mails/parcels to increase volume/Revenue. Office to office and delivery pincode wise old system direct bag closing will be reinstalled. The author asked unions to study the case and submit views for its improvement.

16. Regarding IDC clearly said that no beat should be reduced and previous strength should be maintained for delivery. Also clarified that no post should travel beyond the city where previously working. As on date 344 delivery centers established.

17. Rule3 GDS transfers and Rule 38 portal will function from September means after the complete APT rollout process.

18. Regarding pending GDS Medical scheme, Group Insurance, CDA, Substitute salary funds issue, Gratuity issues also discussed and requested to finalise as early as possible.
