The JCA Meeting is President over by the Shri T.N Rahate President FNPO & all General Secretary’s & Secretary General’s Present, Excluding (GS) GDS Union (NFPE & FNPO). The Postal JCA of NFPE – FNPO – AIPEDEU – NUGDS has met in the Office of NFPE on 28.10.2009.

JCA UNANIMOUSLY DECIDED TO ORGANISE A NATIONWIDE 'SAVE RMS' PROGRAMME BY POSTAL JCA DURING NOVEMBER 2009 AND CULMINATING IN INDEFINITE STRIKE BY RMS&MMS UNIONS OF NFPE & FNPO FROM 15TH DECEMBER 2009 - FEDERATIONS & OTHER AFFILIATES OF NFPE & FNPO WOULD ORGANISE EFFECTIVE SOLIDARITY PROGRAMMES IN SUPPORT OF RMS&MMS EMPLOYEES STRIKE.
 
DUE TO MORE TIME REQUESTED BY THE AIPEDEU FOR FINALISING THE DEMANDS OF GDS IT HAS BEEN DECIDED TO MEET AFTER RMS STRIKE - OTHER REGULAR EMPLOYEES UNIONS ALSO WOULD FINALISE THEIR DEMANDS IN DUE COURSE AND WOULD BE DISCUSSEDD IN NEXT JCA MEETING AFTER RMS STRIKE

GOVT ORDERS ON GDS PAY COMMITTEE.

DEAR FRIENDS

      Please do not panic. Keep the moral high. I was knowing that postal directorate is not taking in to consideration the modified recommendations made by shri Gopinath committee. Secondly I have already written to the minister communication and also to the secretary department of post regarding this aspect but unfortunately they ware helpless to control the concerned officers while preparations of cabinet note on GDS pay committee report.

How ever I have to point out here that the following issues are to be settled and we have to March ahed.

1 In case of TRCA on historical pro-rata comparison maintained by all earlier GDS committee should be implemented.

2 EX-GRATIA gratuity the maximum of 60,000 shall be suitably revised to a maximum of 16 & 1/2 months TRCA plus D.A. tp GDS employees on the date of their retirement.

3 The date of effect of revised allowances should be with effect from 1-09-2008 as per C. G. EMPLYOEES
 
4 Tighetening of time factor should be like at least 5000/- = 1 point
 
5 bonus sealing should be Rs. 3500/- as per other postal employees and discrimination should be avoided
 
6 Pension or social security scheme left over in GDS committee order should be implemented. And other left over issues
 
Postal JCA of FNPO -NFPE-AIPEDEU -NUGDS WIL MEET ON 28TH October to decide further final action.

In my view we have to discuss on all aspects on this GDS pay orders issued on 9.10.2009 and for suitable modification the staff oriented action plan be finalized
 
Being the president FNPO one time I was of the openion to sought court stay on this orders of GDS pay committee but as GDS staff are eagerly waiting for orders and 40% payment of arrears amount I have decided not to bring a stay on this orders but I will not spare the postal directorate to play with lives of three lakhas GDS staff and will fight to achieve the goal of pension, bonus and other issues.

I am of the firm openion that JCA is fully competent to solve this issue.

Today 07th Oct ’2009 FNPO Delegation With SG met the chair person Postal Board and discussed the Following issued

1) Request for sanction of Advance to GDS employees: - GDS Pay commission recommendation Order will be issued tomorrow or day after tomorrow to pay the 40% All GDS Employees before Deepavali, If not the Advance will be considered.

2) Relief to flood affected victims of Postal employees in Andhra and Karnataka: - Secretary Department of Post assured to grant maximum amount to the affected official of Postal Dept in Andhra and Karnataka once the report is received from the respective circle(Andhra & Karnataka)

General Secretary Met Shri Kajala Director SPN & DDG training Smt Arunna Jain Discussed the (Maharashtra LGO Exam provisionally allow Employees clarification Order will be issued shortly). And Bihar LGO Exam Pass Employees - Training Order issued today or tomorrow (under Process). 

Meeting with DDG(Estt)

Scheduled meeting held on 6/10/2009 at 14:30 hours in Postal Directorate in the chamber of Shir A.K Sharma DDG (esst) Shri T.N Rahate President FNPO and General Secretary NUPE P-IV alongwith Shri D.Theagarajan Secretary General FNPO & General Secretary NUPE R-III, D.Kishan Rao General Secretary NUPE Group ’C’ and Shri Abdul Hameed Siddigi G/S NUPE R-IV took part in the said meeting.

 Discussion held on the charter of demand of JCA (Postal) of dt 15/2/2008 on action taken report.

Item I: Refixation of wages of all Part time & full time casual Labour/Contingent: - File moved to Joint Secretary Finance and after approval from DOPT orders will be issued. In case of Temp Status casual Labour Gr ‘D’ orders are issued for refixation wef. 1.1.2006.

Item II : Stop curtailment of deliveries and introduction of single delivery system:- DDG (Estt) clarified that no any instructions or orders are issued from Postal directorate However he asked the deligation to meet DDG (mm) for further clarification.

Item III - Revision of norms for Postman and including work load of speed post with proper work norms: - cycle beat & foot beat. Time factor will be encreased. Time factor of delivery of reqd article will be given for speed post article. 

Item IV- Postman double duty (Beat) allowance to be enhanced – allowance will be enhanced positively.

Item V - To fill up vacant post of Postman and Gr ’D’ : - discussed in detail and DDG (Staff) will do the needful. 

Item VI - Enhance financial powers of SPOs & SSPOs to sanction NHA to Mail Overseer: - Mail overseer Night halt allowance sanction limit will be encreased.

Item VII :- cast validity The Staff side pointed that the cases of cast certificate in S/C & ST are pending with committee and in some cases committee rejected the certificate on the place that state Govt has now dilated these cast from the Schedule of S/C & ST.

 In this matter the cast certificate issued from Govt authorities should be taken into account and now those staff should not be removed from the deptt.

Proposed Indefinite Strike from 7th October 2009

In view of the acceptance of the GDS Committee recommendations by the Government of India, the proposed indefinite strike from 7th October, 2009 is deferred.

Details of the Cabinet decision is not yet made known. After the implementation, let us review the situation and decide future course of action demanding modification in the orders as per the demands of our JCA.

GDS Committee Recommendations

The Cabinet had approved to day the GDS Committee Recommendations. Most probably only Nataraja Murti Committee recommendations may be implemented. The minutes of the Cabinet Meeting is yet to be received from the Cabinet Secretariat.

Hence the details will be known only next week. We feel that the Department may release the order next week.

THE HON'BLE MINISTER HAS NOT HELD ANY PRESS MEET TODAY .
