On 6 October 2025, the following FNPO representatives met with senior officials at the Directorate, including Member (P), Member (O), DDG (P/Estt), Director (GDS), and DPS HQ Delhi Circle:

Various issues were discussed, and the outcomes of the meeting are as follows
The file is still with the Department of Expenditure (DoE). They have assured us that the order will be released as soon as possible. DoP officers will visit the DoE if necessary.
Rule Portals: The portals for Rule 38 (Departmental employees) and Rule 3 (GDS) will be enabled this month.
Chain Vacancies: A case study of 3-4 circles will soon be conducted to review the calculation of chain vacancies (LSG, HSG, and PA posts). This is to address the injustice to qualified candidates in recent exams, as many circles did not account for these vacancies.
Delhi Special Recruitment 2022 (MTS): The second list/surplus result will be declared within 10 days.
Delhi Special Recruitment 2023 (Postman/MTS): Circles have been given until 12 October 2025 to remove from the 2023 list the names of those already selected in the 2022 recruitment. After this, a final scrutiny will be conducted, and the results will be published. FNPO is advocating for everyone to be allowed to join before 31 December 2025 to avoid losing an increment or exam eligibility.
Delhi Quarters Allotment: The distribution of assets between Postal and BSNL is being expedited. Staff allotments will follow.
Leave Vacancies (Delhi Postman): The issue of substitutes for leave vacancies was discussed and officials assured a swift resolution.
Ex-Servicemen Pay Fixation: Information from circles is still pending. FNPO has also raised the pay fixation issue for ex-servicemen appointed as Postmen from the open market.
Accounts Line Cadre Merger: FNPO demands that the merger order dated 11 February 2025 be withdrawn and that common Recruitment Rules be introduced.
IDC Issues: All problems related to International Mail Processing Centres (IDCs) were discussed, and we received a positive assurance.
Postman Cadre Review: A committee meeting with the Unions will be held very soon.
Sorting Postman at IDCs: FNPO strongly defended the need to create Sorting Postman positions at IDCs.
Inter-Circle Transfers: Transfer issues in West Bengal, Gujarat, and Bihar circles were discussed, and a positive response was received.
One-Time Relaxation for Promotion: We requested orders for a one-time relaxation for promotions to HSG-II and HSG-I.
