All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of April, 2010
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2010 remained stationary at 170 (one hundred and seventy).

During April, 2010, the index recorded an increase of 4 points in Bangalore centre, 3 points each in Tripura, Rourkela, Asansol, Labac Silchar, Howrah, Durgapur and Mariani Jorhat centres, 2 points in 18 centres and 1 point in 18 centres. The index decreased by 2 pointsin Coimbatore, Ludhiana and Puducherry centres and 1 point in 12 centres, while in the remaining 19 centres the index remained stationary.

The maximum increase of 4 points in Banglore centre is mainly on account of increase in the prices of Goat Meat, Dairy Milk, Milk (Cow), Vegetable items, Snack Saltish, Cigarette, Saree (Synthetic), etc. The increase of 3 points each in Tripura, Rourkela, Asansol, Labac Silchar, Howrah, Durgapur and Mariani Jorhat centres is due to increase in the prices of Rice, Poultry, Goat Meat, Fish Fresh, Vegetable items, Cigarette, Firewood, etc. However, the decrease of 2 points each in Coimbatore, Ludhiana and Puducherry centres is due to decrease in the prices of Rice, Wheat, Wheat Atta, Onion, Sugar, etc.

The indices in respect of the six major centres are as follows :

The point to point rate of inflation for the month of April, 2010 is 13.33% as compared to 14.86% in March, 2010.

Our Federation got terms of reference which were made by the Dept. with MCKINSEY & Co. under RTI Act. After that we pointed to the Dept. many contradictions in the terms of reference.

On 15.7.2010 in the meeting we recorded very clearly that appointment of MCKINSEY is not necessary. The Dept. desired to discuss on some points in the same meeting. They communicated the agenda which they want to discuss with the service unions vide their letter no-2/2/2/2010-SR dated 18.6.2010. After seeing this letter we immediately replied to the Dept. Inturn the Dept.again sent a reply to us on 14.7.2010. Copy of the reply dated 14.7.2010 is furnished below.

Limited transfer facility to Gramin Dak Sevaks Orders and other Clarification issued by Directorate.


The points raised by the Circles have been examined and the following clarifications Points on which clarification sought. Whether the benefit of fitment is admissible to Gramin Dak Sevaks officials whose scale of pay changed after 1-1-2006 due to transfer of redeployment. Similarly the above order is silent on protection of allowances, Prior to introduction of the above order GDS SPM/BPM doing mail conveyance are not entitled for combined duty allowance it the work is entrusted due to short fall n workload for justifying retention of Higher TRCA. Similarly, if the incumbent is working on protection of allowance they are not entitled to combined duty allowance. But the latest order is not clearly stated the position and Combined Duty Allowance to Gramin Dak Sevaks employees who perform the duties of Gramin Dak Sevaks Branch Postmasters in addition to their own duties are provided
.

Post - Retirement Benefits for GDS -


A proposal formulated by the department on ANNUITY Scheme for GDS has been approved by the Ministry of Finance.

According to the scheme the department will contribute Rs.200 per month for each GDS and accumulation will be annuitised and benefits paid to the GDS...............Please wait for further details.

Mail Nerwork Optimisation Project. Introduction of the Project to the Unions July 15,2010

Today Mckinsy & co arranged a meeting. The Secretary Posts chaired the meeting. Sri Risshikesh Director (MB) made a power point presentation about the future plan of Dept on Mail network processing. Secretary General FNPO registered its protest over the appointment of Mckinsy as consultant for this project. According to the presentation there is nothing .new expect some colorful words here and there. However FNPO/NUPE P4 appreciated the Secretary Posts for taking Interest in the core business.

Proposed Indefinite Strike From 13.07.2010 Deferred
.
The Secretary, Posts had taken a meeting with staff side on 12.07.2010 to discuss the charter of demands at 11 am and the following are the outcome on the charter of demands.

1. There will be no closure of single handed post offices.

2. The demand of the staff side that the annual increments to the erstwhile GDS SPMs should be continued will be considered positively.

3. There is no policy decision of the department to outsource the postal services.

4. A separate meeting will be held on 15.07.2010 to discuss about the Mckinsey and the object of restructuring the services.

5. Another separate meeting with the staff side will be held about the technology proposals shortly to discuss the future expansion of technology.

6. There will be no violation of earlier agreement on status quo of RMS & MMS with 10000 mails. Any violation if brought to the Directorate’s notice it will be set aside.

7. The Departmental council & periodical meetings will be held regularly hereafter. Next meeting will be held in next month August 2010.

8. The demand of higher pay to TBOP &BCR for the earlier period will be considered along with the cadre review proposals.

9. There will be no harassment in Project Arrow offices. Furnishing wrong data’s and showing as delivered or redirected will not be allowed hereafter.

10. The demand of the staff side to assess the vacancies as per establishment strength and actual strength in all cadres will be considered and all Chief PMGs will be addressed and appraised to fill up all the vacant posts forthwith during video conferences personally by the Secretary (P).

11. A committee consisting four staff side representatives with DDG(P) & DDG (Est) will be constituted and the process of the proposals of cadre review for all cadres will be completed before the end of 2010.

12. Separate discussions will be made on the proposal of creation of Postmasters cadre also.

13. The welfare schemes to GDS like grant of pension, medical, the proposals were already submitted to nodal ministries for approval. It will be expedited.

14. It was assured to reconsider the norms for cash handling to BPMs and also fix fresh norms to RPLI and NREGIS scheme shortly.

15. The proposal for higher pay to Driver with Grade pay of 2400 has been rejected by the Ministry of Finance.

16. The revision of O.S.A rates will be made within one month.

17. Technology training to workshop staff will be provided.

18. The proposals for the grant of minimum pay as per the Sixth CPC to casual labourers have been submitted to Ministry of Finance for approval. It will be expedited. The demand of the staff side to grant revised GDS pay to GDS substitutes will be considered.

19. The issues related to postmen norms, delivery, beat etc will be discussed shortly and final decision will be taken before the end of October 2010. One committee will be constituted to sort out the issues.

20. The plea of the staff side to ignore benchmark for MACP has been accepted and the Secretary told the DDG to cause orders today itself. Another request to ignore the earlier declining of LSG promotions prior to the receipt of MACP orders will also be considered.

21. The proposal of the staff side to create System asst instead of System administrator will be considered along with the cadre review proposals. The orders relating to road mileage allowance will be released shortly. The distribution of work & responsibility etc will be looked into along with the cadre review proposals.

22. The Recruitment Rules for Multi tasked staff will be finalized shortly. Our request to finalise the rules with no educational qualifications as if available to erstwhile Group D has been accepted. (All Post Of MSC 100% Filling by 75% GDS Employees & 25% Causal Labour) .

23 The issues relating to Postal accounts like filling up of posts, amalgamation of Group C etc will be discussed further with DDG (PAF).

24. The suggestions of the Admin union about centralization of PLI claim at RO & CO will be considered. Further a separate meeting will be organized with their union to discuss further about their issues.

25. Clarificatory orders will be issued soon providing officiating pay to the officials holding higher posts like HSG Ii & HSG I.

After the meeting, the JCA met and decided to defer the proposed strike duly considering the positive approach of the Secretary in settlement of our genuine demands.

POSTAL JCA MEETING AND DECISION TO GO ON STRIKE

THE POSTAL JCA MET IN THE NFPE OFFICE TODAY AND DISCUSSED THE ACTION TAKEN REPORT GIVEN TO THE SGS AND IT WAS UNANIMOUSLY DECIDED TO GO ON INDEFINAITE STRIKE FROM 13th JULY'2010 .

TOMORROW THE SECRETARY DEPARTMENT CALLED FOR A MEETING TO DISCUSS THE CHARTER OF DEMANDS AND THERE WILL BE A MEETING WITH LABOUR COMMISSIONER
THERE IS PROBABILITY THAT A MEETING WILL BE HELD WITH CABINET MINISTER. IF THERE IS NO CONSENSUS ON THE DEMANDS STRIKE IS INEVITABLE AND THE EMPLOYEES SHOULD PREPARE FOR THE SAME FOR THE SURVIVAL .

STRIKE TO SURVIVE

Let us organise Non-cooperation from 5th to 9th July, 2010
and Indefinite Strike from July 13th onwards in such a way that
the entire Postal with (Gramin Dak Sevak) and
RMS Offices comes to a standstill



STRIKE TO SURVIVE

The entirety of above five lakhs Postal and RMS Employees of INDIA POST will be on non-co-operation from 5th to 9th July and Indefinite Strike from 13th July 2010, as per the call given by the Joint Council of Action comprising of National Federation of Postal Employees, Federation of National Postal Organisations and the Gramin Dak Sevaks Unions. Hectic preparations are going on in every circle and there will be Non-cooperation from 5th to 9th July 2010 and total strike all over India. Functioning of the INDIA POST will be completely paralysed.

We are compelled to resort to indefinite strike action as we have been pushed to the wall. The attitude of the Government and the Postal Board is totally negative. All negotiating forums are defunct since above four years. Negotiation takes place only when strike notice is served. No formal meetings, No JCM Departmental Council Meetings. No consultation with Unions on important issues affecting the employees. It seems that the Postal Administration is not ready to accept the reality that in a democratic setup issues can be resolved only through negotiations with all stakeholders including the Unions.

About one lakh posts has been abolished during the last ten years in the name of downsizing. Employees are reeling under the pressure of excess workload. The shortage of staff has adversely affected the efficiency of the INDIA POST. Thousands of posts in all cadres are lying vacant. Closure of offices, large scale outsourcing, downgradation of EDSOs, violation of RMS agreement, harassment of staff in Project Arrow offices (100% delivery of the articles by the Postman), abnormal delay in cadre restructuring, negative and inhumane attitude towards Gramin Dak Sevaks, denial of pay parity to MMS Drivers, Non-grant of revised wages to

Casual Labourers, anomalies in MACP Scheme, total neglect towards the system Administrators, unilateral decentralization of RPLI/PLI work, denial of merger of Group - C Accounts cadre in DOP & DOT - all these long pending issues are agitating the minds of the employee and resentment is mounting day by day.

O.T.A. Rate and Postman Divided Beat Allowance has not been revised since last many years. The non-cooperation from 5th to July 2010 and indefinite strike from July 13th is to protect the INDIA POST and also to protect the interest of its more than five lakhs workforce. Downsizing, outsourcing, privatisation, harassment of postasl staff, closure of offices are against the interest of the INDIA POST. Only workers can protect the legacy of INDIA POST. Battle line is drawn and it is upto the Government and Postal Board to decide whether there should be an indefinite strike or not. The ball is in their court. Let us unite together with determination and make the Non-cooperation a sucess and Strike a tremendous success. Let more than five lakhs Postal with Gramin Dak Sevak and RMS employees all over India standup and declare in one voice - we shall fight unitedly, come what may. We are confident that success will ours.

In the first stage of Non-cooperation from 5th to 9th July 2010 should be implemented carefully. The employee should come to work on time and leave the work-place on time. The work should be done according to the Time Factor of 8 hours norms. Do not put an extra hour of work even if the work is demanding. If this stage is implemented successfully and still the Postal Board / Government does not solve the problem then from 13th July 2010 onwards we will go on Indefinite Strike.

Remember UNITY IN ACTION is our watch word.

Save the Postal Service as Public Service and Postal Workers

History and events have proved in the past that the desire of neglecting the Union and exerting total authority do not succeed. Trade Unions came into existence against all odds, have sustained all offensives and have succeeded in ensuring that workers never relent or retreat inspite of ruthless repression.

Call has been given to go for indefinite strike to oppose the anti-workers policies and non-consultation with staff side on staff matter. Non-filling of vacant posts, non- consideration of cadre review etc. Our sincere efforts through dialogue to mitigate the issues faced by the postal workers are taken as our weakness. Workers have been forced to go with this programme of Indefinite Strike to save Postal, RMS and also the workers from the exploitation and defective policies of the Government.

In the name of Project Arrow the employees of grass root level are being tortured and exploited. The efficiency of service can be achieved only by providing required manpower and simplifying the procedure. So many new business schemes are introduced but withdrawn subsequently, withdrawal of services of carrying mails by flight is the example about the faulty decision resulting loss to the Department for which no contributory negligence provisions are made against the authorities those who have taken decision. On the other hand it is only to the employees working at the base. Even for the drawal of bonus to GDS the same higher ups are issuing orders to recover from the DDO’s and SPO’s in case of overdrawal.

The buildings already renovated are now brought under the Project Arrow. Lakhs of rupees are being spend. The funds allotted for staff quarters are being misused by some Circle Heads to beautify their quarters. In some Circles CPMG are misusing the funds allotment resulting with no any maintenance works in the staff quarters over the years.

Due to the fault of the management, the huge cost of services are incurred. But the blame is shifted on the shoulders of the employees and they are squeezed to enforce the economy by orders of banning creation of posts, denial of over time, incentive, due promotions and officiating pay, abolition of section, sorting offices in RMS, curtailment of delivery, closure of POs etc. As responsible Trade Union, we must resist this kind of policy offensives unleashed by the Authority.

The 13th July 2010 Strike is aiming not only for demands like filling of posts, cadre review etc. but also against the policy offensives like closure of POs, privatisation of PO Postal Services, closure of RMS offices etc. we can resist such moves of Department and save the Postal Service as Public Service.

Let us organise the 13th July Strike with full vigour, determination and make it a grand success to keep the Post intact.

Subject : Grant of Dearness Relief to Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scale of 5th CPC w.e.f. 1.1.2010.

In continuation to this Department’s OM No. 42/12/2009-P&PW(G) dated 17th November, 2009 sanctioning the Dearness Relief to those Central Government pensioners who are in receipt of provisional pension or pension in the pre-revised scales of 5th CPC, the President is pleased to grant the Dearness Relief to these Central Government pensioners as under :

(i). Those who are in receipt of provisional pension or pension in the pre revised scales of 5th CPC are entitled to Dearness Relief @ 87% w.e.f 1.1.2010.

(ii). The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12,1985 and are in receipt of ex-gratia @ Rs. 600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to Dearness Relief @ 87% w.e.f. 1.1.2010.

(2). The following categories of CPF beneficiaries who are in receipt of ex¬gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 79% w.e.f. 1.1.2010.

(i). The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m.

(ii). Central Government employees who had retired on CPF benefits before 8.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.

(3). In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.

(4). This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their UO No. 377/EV/2010 dated 28.6.2010.

PREPARE FOR INDEFINITE STRIKE FROM 13 JULY 2010

MOBILISE ONE AND ALL


We have to apply ourselves to the task of mobilizing each and every employee irrespective of their affiliations in the unions, educate them the rationale behind the struggle programme and the need for the cent percent participation in the ensuing indefinite strike to be held from 13.7.2010

The struggle is mainly launched against the policy offensives unleashed by the present Govt and the department with a prelude to corporatization and privatization of postal services in the days to come. Supreme and strenuous efforts are required to ensure that all our ranks are ready for this massive programme. This task is most important and urgent and the need of the hour.

Time is too short. Organise tour programmes. Visit the post offices in person. Explain the rank and file about the need of the programme and the unilateralism practices by the postal authorities in dealing the unions. Explain the discriminatory treatment met out by them in all service matters whether it is cadre restructuring or revision of daily allowance, overtime allowance etc among them and the railway employees.

Prepare for the massive strike from 13th July 2010 – Our tasks

1. Contact each and every worker in your office and convince him about the inevitability of the struggle.

2. Hold gate meetings, lunch hour meetings, meetings of active workers, General body meetings, joint meetings to explain in detail about the charter of demands and that every possible attempt was made to parley to reach an amicable settlement but resulted in vain

3. Filling up of the vacant posts, shortage of staff, consideration of cadre review proposals, full fledged staff to project arrow offices revival of negotiations forums are the basic demands in which no compromise could be arrived. There will be no compromise on policy issues to save postal and RMS.

4. Maximum mobilization and massive action alone can compel the Govt to concede our basic demands

DON’T THINK THAT THERE WILL BE NEGOTIATIONS AND STRIKE MAY NOT TAKE PLACE .THE SITUATION IS TOTALLY DIFFERENT. THERE IS NO POSITIVE EFFORTS TO SORT OUT THE ISSUES IN THE ACTION TAKEN STATEMENT SENT BY THE DEPARTMENT.

THIRTEENTH JULY 2010 WILL DAWN WITH THICKNESS IN THE AIRAND WARMTH IN THE EARTH.THE SPIRIT OF DEFIANCE, DETERMINATION AND THE DEPTH OF THE FEELINGS OF THE WORKERS WILL UNLEASH ITSELF WITH FORCE AND FIRMNESS AND IN FULL STRENGTH

LET ALL REFUSE OUR LABOUR TO THE EMPLOYER TILL OUR GENUINE DEMANDS ARE MITIGATED
BE PREPARED. MOBILSE ONE AND ALL. MAKE THE GOVT TO COME DOWN AND SETTLE OUR DEMANDS
