Dearness Allowance Hike For Central Government Employees Put On Hold As COVID-19 Battle Strains Finances.


The Government has decided to put on hold the increase in dearness allowance (DA) for the Central Government employees in a bid to contain the strain on its finances amid the COVID-19 induced crisis, reports Economic Times.
The development comes less than a month after the union cabinet had approved a hike in DA from 4 per cent to a much higher 21 per cent.
Apart from 49.26 lakh central government employees, the decision will also impact over 61.17 lakh pensioners.
The union cabinet will today (22 April) be taking up a proposal to put a hold on any further increase in DA for the ongoing year. This gains significance as the government revises DA twice every year to compensate for the rise in prices. The next such revision is due in July.
Previously, the government had also announced a paring down of the salaries of Ministers, Prime Minister (PM), President, and the members of Parliament by 30 per cent. In addition to these, the government had also suspended the PMLADS scheme for a span of two years.

The Finance Ministry today clarified that there is no proposal to reduce pensions of central government employees

.

One of the user in twitter asked to Finance Minister that,
“A central govt circular showing 20% cut in pension disbursement is doing rounds in social media and TV channels creating panic among defence pensioners. Is the truth in it? Please clarify urgently,”
After this tweet, the official Minister of Finance replied with the following details in twitter.
“It is being reported that a 20% cut in Central Government Pensions is being planned.This news is FALSE. There will be no cut in pension disbursements. It is clarified that salaries and pensions will not be affected by Government Cash Management instructions.”
Union Finance Minister Nirmala Sitharaman also shared the ministry’s tweet and tweeted following details

Lockdown, Day 19: India tally crosses

 On the 19th day of the nationwide lockdown, India's official tally showed a jump of over 900 cases in the past 24 hours, taking the total count to 8,447 with 273 deaths.

Meanwhile, the pandemic appeared to be worsening around the globe, with Spain's three-day streak of falling deaths broken, and US surpassing Italy in Covid-19 casualties. The Spanish spurt pushed Europe's death toll beyond 75,000.

Here are all the latest developments:

    One death, 25 new cases in Gujarat; state tally rises to 493.

Regarding submission of authorization letters of members to service associations during April 2020

Sub:  Regarding submission of authorization letters of members to service
         associations during April 2020

In accordance with CCS (RSA) Rules, 1993, option, if any for alteration, withdrawal or inclusion of new members is to be exercised in the month of April every year to DDO or any other designated authority which will be made effective from the month of July that year. Thus, the office bearers of Service associations are required to submit the authorization letters if any in respective divisions during the current month.

The country is under total lock down it is not possible for the office bearers to move one place to other and obtain the authorization forms and submit. Even it is not possible to visit the divisional office to submit the forms. Thus, it is practically not possible to complete this process during this month due to the prevailing conditions in the country.
         
Therefore, it is requested to consider this as a special case due to COVID-19 and the time to submit the authorization forms is required to be extended.

Hence it is requested to issue necessary instructions of according permission to submit the authorization forms after the Lock down is lifted or normalcy is restored in the country.

This is a very important issue and the federation requests for immediate directions in this regard.

Request to draw the Salary to all the staff for the period of lockdown.

Sub: Request to draw the Salary to all the staff for the period of lockdown.

It is known fact to that the Government of India issued the instruction clearly to all concerned to pay the salary /wages to the staff during lockdown period. Accordingly, the April salary drawn to all the staff

It is now learnt that in various divisions of different circles the divisional heads have given instructions to the accounts branch to prepare the Salary bill for May 2020 based on absentee statement. The Nation is under lock down as per the order of Government of India and the Department of Posts is no exception to it. The action of various divisional heads is not correct.

The staff our Department cooperated with Government with all odds and risks to lives. The transport system is completely stopped in the country, in many places section 144 has been imposed, curfew too imposed as such in many places it was practically impossible for the staff to reach the offices. The better example is now in various places the total seal down is imposed. Therefore, the officials in many places could not attend the offices. This is not the fault of the officials. The prevailing condition in the country is the problem and at no point the staff should be held responsible for it.

Hence it is requested to issue to clear instructions to all the heads of the circles to draw the salary to all the staff for the entire period of lockdown. The entire period of lock down is required to be treated as duty for all purpose and it is requested to issue clear instructions so that in all the circles it is followed uniformly.
