 We regret to inform that our  former Secretary federation(FNPO)& ex Circle secretary of NAPE-C West Bengal Circle Shri. Manindra Lal Saha (ML Saha)expired YESTAR day ie 29.12.2019 at 7.45 pm in his residence,75 Sonali Park, Garia, Kolkata-700075 at the age of 76 years.
 
Our deepest condolences to his colleagues and his family members.

Shri T.N. Rahate, Secretary General, FNPO and General Secretary, National Union of Postal Employees, Postmen & MTS, Group C Met With Secretary (P), Department of Posts, Dak Bhawan, New Delhi And other Officers to discuss various

On 26-12-2019 and 27-12-2019, Secretary General, FNPO Shri T.N. Rahate alongwith two Nagpur Leaders visited Directorate and met Secretary (P), Member (P), (O), Planning and Technology. They also met DDG (P), Establishment, Mail, Estate, RB, Chief Engineer Civil, Director (SR & Legal), Staff, SPN, ADG (IPPB) and other Directors and ADGS and discussed issues-

     (1)  Result of Examination from GDS to PA/SA and Postman -

Reply-There are objections on Answer Key of PA/SA Examination about 350 to 400 cases. And near about 80 to 100 objections on Postman Examination Answer Key. One Committee formed to settle the said issue. It is expected that at the end of January 2020 it would be finalised. Due to election duty the delay occurred.

 (2) Order to remove the Post of Mail Overseer from Sensitive Post -

Reply-During discussion on the subject it is agreed that revised Orders will be issued shortly.

  (3) Enhancement of Dress Allowance from Rs. 5000/- to Rs. 10,000/-.

Reply-The concerned Officers are directed to move the file accordingly.

     (4) Regarding Verification of Caste Certificate of SC/ST/OBC Candidates. Though there is clear-cut rule of Verification of Caste Certificate through the District Collector the Nagpur Region and Maharashtra Circle directing to approach the Caste Scrutiny Committee and issuing Rule 14 Chargesheets.

Reply-The PMG, Nagpur Region is on leave hence the details would be sought from DPS, Nagpur on Monday. It is the fact that there is no any office Memorandum issued by DOPT to send the Caste Certificate of SC/ST candidates to State Caste Scrutiny Committee in many Divisions/Regions the officials are joined after verification of their caste certificates and not validation through State Caste Scrutiny Committee. Therefore the DPS/PMG will be ordered to submit detailed report on the subject. New Member (P) would take positive decision on the subject.

 (5) Regarding transfer of Circle Secretary NU R-III, Maharashtra Circle -

Reply-Report would be called for after joining of new Member (P) positive action would be taken accordingly.

     (6)Problems faced by the Postman Staff while operating the Mobile App -

(i)The able to make corrections in the remark.
               
(ii)No numerical keypad available, so not able to type numbers.
               
 (iii)Some more remarks to be added.
               
(iv)The said mobiles are old hence to be changed, which are not repairable.

   Reply-It is replied that whatever suggestions are received are taken into consideration. Any other proposal or suggestion would be welcomed and amendments would be done accordingly. New and good quality mobiles would be purchased shortly. All PMG/CPMG would be instructed in this respect.

 (7) Problem of Gujarat Circle RMS - SRO and OAs are going to merge in Mail Offices which is not correct.

Reply-The regular Member (O) is not available hence the decision could not be able to take at this stage. The detailed report will be called from CPMG, Gujarat Circle and after 1-1-2020 the positive action would be taken on the subject.

 (8)Promotions to the Building Maintenance Staff -

Reply- Information received from Telecom Department and according to the Orders of Court. The Promotion Orders would be issued shortly, the all concerned are instructed accordingly.

 (9) Problem of GDS Employees regarding Sunday/Holiday Leave. To delete word Leave and issue new Orders accordingly.

Reply-The ADG (GDS) is on leave.

 (i) The subject/issue would be pursued and the required change would be done.
               
 (ii)The CPMG, Maharashtra Circle instructed in some cases. Reports of some issues will be called for from CPMG, Maharashtra Circle. After receipt of the reports positive action will be taken.

 (10)The Civil Wing divided into two Divisions. But the Post and Establishment yet not done accordingly.

Reply-The said issue is under process. Please write to Additional Director General to resolve the issue as early as possible.

(11)Discussed some Vigilance Inquiry cases which are not inquired thoroughly and the culprits are sheltered by the Maharashtra Circle. It is demanded that  those  inquiries  be done  through  CVO.  Those cases  are  as  follows -

(i) Mumbai RMS;

(ii) Aurangabad Division/Region.

Reply-Positive inquiry would be done in these cases. The culprit and the officer sheltering them viewed seriously and action will be taken positively.

(12) Issue of GDS Re-Verification and Departmental Employees - Reverification.

Reply-The Committee for duplicate authorisation is set up. The action will be taken while receipt of the report in January 2020.

(13) Many other issues were discussed.

Change in Investment Guidelines for NPS Schemes — permitting Pension Funds to invest in Overnight Funds and all such short duration funds as may be permitted by SEBI from time to time
Reference is invited to the following Investment Guidelines and subsequent Circulars pertaining thereto issued by the Authority:
i. Investment guidelines dated 03.06.2015 for NPS Schemes (Applicable to Scheme CG, Scheme SG, Corporate CG and Lite Schemes NPS and APY)
ii. Investment Guidelines dated 04.05.2017 in respect of NPS Schemes {Other than Govt. Sector (CG & SG), Corporate CG, NPS Lite and APY}
iii. Circular dated 09.10.2017 regarding Clarification on investment guidelines
iv. Circular dated 20.08.2018 regarding Change in Investment Guidelines
v. Circular dated 02.11.2018 regarding Clarification on Change in Investment Guidelines for NPS Schemes
vi. Circular dated 22.11.2018 regarding Clarification Change in Investment Guidelines for NPS Schemes
vii. Circular dated 25.03.2019 regarding Amendment to Investment guidelines
2. It has been decided by the Authority to allow Pension Funds to invest in Overnight Funds and all such short duration funds as may be permitted by SEBI from time to time for investment of surplus funds for short term investment, under the category ‘Short-term debt instruments and related instruments’ of Investment guidelines for NPS schemes issued by the Authority.
3. Accordingly, the following Clause has been inserted in the Investment Guidelines dated 03.06.2015 for NPS Schemes applicable to Scheme CG, Scheme SG, Corporate CG and NPS Lite Schemes, APY and Investment Guidelines dated 04.05.2017 for NPS Schemes {Other than Govt. Sector (CG & SG), Corporate CG, NPS Lite and APY}and dated 04.05.2017 under the category ‘Short-term debt instruments and related instruments’:
“(d) Investment in units of Overnight Funds and all such short duration funds as may be permitted by SEBI from time to time with the condition that the average total asset under management of AMC for the most recent six month period should be at least Rs.5,000/- crores.”
4. The investment made by Pension Funds in Overnight Funds and all such short duration funds as may be permitted by SEBI from time to time, shall be eligible for payment of IMF to Pension Funds.
5. Subject to the aforementioned revision, all other terms and conditions as contained in the aforementioned investment guidelines and subsequent amendments shall remain unchanged. All Pension funds are called upon to note these changes and ensure necessary compliance.
6. This circular is issued in exercise of powers of the Authority under sub-clause (b) of sub-section (2) of Section 14 read with Section 23 of the PFRDA Act, 2013 and sub-regulation (1) of Regulation 14 of the PFRDA (Pension Fund) Regulations, 2015.
7. The revision shall be effective from the date of this circular.

Dear Sir/Madam,

Revised Valuation Guidelines for valuation of securities under NPS Schemes and other pension scheme(s) administered by PFRDA

1. PFRDA issued valuation guidelines in April, 2012 for valuation of securities for NPS Schemes under PFRDA (Preparation of Financial Statements and Auditors Report of Schemes under National Pension System) Guidelines-2012.
2. It has been decided by the Authority after consultation with the Pension Funds to issue revised valuation guidelines under NPS schemes and other Pension scheme(s) administered by PFRDA. These guidelines are given at Annexure.
3. These guidelines shall supersede earlier guidelines/instructions issued in this regard and may be effectively implemented from 1st December, 2019, however, if necessary software developments at the Pension Fund and Valuation Agency end requires some more time, it should be ensured that guidelines are implemented latest by 1st January, 2020.
4. NPS Trust and Pension Funds shall ensure necessary mechanism for implementation of the same.
5. This circular is issued in exercise of powers of the Authority under sub-clause (b) of sub-section (2) of Section 14 read with Section 23 of the PFRDA Act, 2013 and sub-regulation (1) of Regulation 14 of the PFRDA (Pension Fund) Regulations, 2015.
