GDS Report-Present Position

GDS Report duly Cleared of MOC has now been sent To Min of Finance, Secretary Expenditure
After Clearance of MOF, the file will be sent DOPT. On Clearance of DOPT, it is to be approved
By the cabinet as there is general election to Lok Sabha, it is likely to be cleared by election commission hence the process may cause dalay is implementation however the same will be implemented retrospectively with effect from 01.01.2006.

New Pension Scheme


 The New Pension Scheme works on defined contribution basis and will have two tiers – Tier-I and II. Contribution to Tier-I is mandatory for all Government servants joining Government service on or after 1-1-2004 (except the armed forces in the first stage), whereas Tier-II will be optional and at the discretion of Government servants.
In Tier-I, a Government servant will have to make a contribution of 10% of his basic pay plus DA, which will be deducted from his salary bill every month by the PAO concerned. The Government will make an equal matching contribution. However, there will be no contribution from the Government in respect of individuals who are not Government employees.
Tier-I contributions (and the investment returns) will be kept in a non-withdraw able Pension Tier-I Account. Tier-II contributions will be kept in a separate account that will be withdraw able at the option of the Government servant. Government will not make any contribution to Tier-II account.
The existing provisions of Defined Benefit Pension and GPF would not be available to the new recruits in the central Government service, i.e. to the Government servants joining Government service on or after 1-1-2004.
In order to implement the Scheme, there will be a Central Record Keeping Agency (CRA) and several Pension Fund Managers (PFM) to offer three categories of Schemes to Government servants, viz., options A,B and C based on the ratio of investment in fixed income instruments and equities. The participating entities (PFMs and CRA) would give out easily understood information about past performance, so that the individual would be able to make informed choices about which scheme to choose.
An independent Pension Fund Regulatory and Development Authority (PFRDA) will regulate and develop the pension market.
As an interim arrangement, till such time the Statutory PFRDA is set up, an interim PFRDA has been appointed by issuing an executive order by M/o Finance (DEA).
Till the regular Central Record Keeping Agency and Pension Fund Managers are appointed and the accumulated balances under each individual account are transferred to them, such amounts representing the contributions made by the Government servants and the matching contribution made by the Government will be kept in the Public Account of India. This will be purely a temporary arrangement as announced by the Government.
Tier-II will not be made operative during the interim period.
A Government servant can exit at or after the age of 60 years from the Tier-I of the Scheme. At exit, it would be mandatory for him to invest 40 per cent of pension wealth to purchase an annuity (from an IRDA-regulated Life Insurance Company) which will provide for pension for the lifetime of the employee and his dependent parents/spouse. He would receive a lump-sum of the remaining pension wealth which he would be free to utilize in any manner. In the case of Government servants who leave the Scheme before attaining the age of 60, the mandatory annuitization would be 80% of the pension wealth.

Issue of Individual Plastic Cards to each CGHS Beneficiary


CGHS vide Circular No. Misc.6024/2007/CGHS(HQ)/CGHS (P) dated 17/12/2007 made it mandatory for each CGHS beneficiary to have Individual Plastic Card in place of Index Card for the family. All existing CGHS Card Holders in Delhi/NCR, who have not applied for Plastic Cards so far, may apply immediately.
CGHS Card holders are requested to apply for individual Plastic Cards in the prescribed application form and the duly filled in application form may be deposited to Chief Medical Officer In-Charge of their respective Dispensaries.
The last date for submission of completed application forms in the Dispensary is 31st March, 2009.

OFFICE MEMORANDUM

Subject: Placement of non matriculate Group 'D' employees in the Pay Band PB-1 with effect from 1.1.2006.

Consequent upon the acceptance of the recommendations of Sixth Central Pay Commission by the Government, non-matriculate Government servants who were in the pre-revised Group 'D' scales are to be granted the revised pay structure in the following manner:

(i) Placement of all such employees initially in the corresponding -1S pay scale of Rs.4440-7440 with appropriate grade pay Rs.1300, Rs.1400, Rs.1600, and Rs.1650 w.e.f. 1.1.2006.

(ii) Fixation of pay of those employees, who already possess the revised minimum qualification of Matriculation or its equivalent, in PB-1 with grade pay of Rs.1800 with effect from 1.1.2006.

(iii) Those employees who do not possess the prescribed minimum qualification would need to be retrained before being placed in the PB-1 pay band with grade pay of Rs.1800.

2. The Sixth CPC, while recommending higher pay scale to non-matriculate Group 'D' in PB-1, has suggested that job description of Group 'D' posts shall also be revised and redefined with emphasis on multi-skilling so that a single employee is able to perform various jobs. As per Rule 151 of Postal Manual Volume VI Part –III the Group 'D' posts in the Department of Posts are of the nature of general assistance in the office who must be ready to give their help wherever required. The duties of Group 'D' have also been defined in Rules 144 to 152 of Postal Manual Vol VI Part III, which include wide range of functions. Keeping in view the changed environment and need of the time, following additional duties shall be entrusted to the staff in the Post Offices, RMS Offices and Administrative Offices who were in the pre-revised Group 'D' scales in addition to their existing duties:-

(A). Post Offices:

(i.) Sorting Mail

(ii.) Preparation of Mail/Register/Parcel Lists (Other than Insured lists), Regd/Parcel delivery slips, VP Receipts, Delivery lists for Registered articles, Money Order issue/paid lists, ACquittance Rolls etc

(iii.) Sale of Postage Stamps and Stationery

(iv.) Booking of Registered/Parcel articles

(v.) Basic data entry on Computers

(vi.) Record keeping

(vii.) Booking of Speed Post articles

(viii.) Receipt and dispatch of mails

(ix.) Duties of Caretaker

(x.) Any other duty assigned by the office.

(B). RMS Offices:

(i.) Sorting Mail

(ii.) Preparation of Mail/Registered/Parcel Lists

(iii.) Sale of Postage Stamps and Stationery

(iv.) Booking of Registered/Parcel articles

(v.) Basic data entry on Computers

(vi.) Record keeping

(vii.) Booking of Speed Post articles

(iii.) Submission of periodical statements of routine nature like Absentee Statement etc

(iv.) Indenting and maintenance of Stationery in the Section/office

(vi.) Photocopying and preparation of sets

(vii.) Duties of Caretaker

(viii.) Basic date entry on Computers

(ix.) Any other duty assigned by the office

These employees will henceforth be known by the generic term of "Multi Skilled Employees". However, the specific designations like Mail Peon, Mail Man etc will continue and they will continue to perform the existing duties along with the assigned additional duties.


3. The issue was referred to Ministry of Finance for fixation of the pay scales of these employees of Department of Posts before completion of the training and that Ministry has concurred in the proposal subject to the conditions that necessary computer training may be provided to enhance their skill. Action may be initiated by the Heads of Circles to complete the required training on computer operations in consultation with the Training Division of the Directorate. Training Division of the Directorate will take necessary action to get the module developed to train all such non-matriculate employees in basic data entry and circulate to all Circles. The Divisional Superintendents/Controlling Authorities should ensure that the training is imparted and required certificate is issued about completion of the prescribed training and necessary entry recorded in the Service Book of each official.
4. (i) All the Multi Skilled Employees who were in the pre-revised Group 'D' pay scales will be placed in the revised pay bands as indicated below with effect from 1.1.2006:

5. Heads of Circles will please issue necessary instructions to all the concerned to take prompt action to complete the entire process including training by 30.04.2009 and report compliance to the undersigned latest by 15.05.2009.

Subject: Remuneration to be paid to the Gramin Dak Sevaks engaged as substitutes in short-term vacancies of Postmen/Mail Guards and Group 'D'

Consequent upon the implementation of the Sixth Central Pay Commission's recommendations, the matter regarding the rates of remuneration payable to Gramin Dak Sevaks engaged as substitutes in short term departmental vacancies of Postmen, Mail Guards & Group 'D' (Future Multi Skilled Employee) has been reviewed.

2. It has now been decided that the remuneration of the Gramin Dak Sevaks engaged as substitutes in short term departmental vacancies of Postmen, Mail Guards & Group 'D' (Future Multi Skilled Employee) may be calculated on the basis of the minimum of the pay in the respective revised pay band of the post plus grade pay concerned i.e. Postmen, Mail Guards Rs.5200 + Rs.2000 and Group 'D' Rs.5200 + Rs.1800 as the case may be as defined in the CCS (Revised Pay) Rules, 2008 plus admissible Dearness Allowance thereon only excluding House Rent Allowance and Transport Allowance with effect from 1.1.2006.

3. In future, GDS who are willing to work as substitutes with the minimum pay of the revised pay band of the respective post plus admissible DA excluding House Rent Allowance and Transport Allowance,, should be engaged as substitutes only after obtaining an undertaking in this regard.

4. The issue relating to grant of revised wages to casual labourers of Full time / part time contingent workers is under examination and orders will be issued separately.

5. This issues with the concurrence of Ministry of Finance, Department of Expenditure, I.C. vide their U.O. No.7.6/7/2009-IC dated 12.3.2009.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates with effect from 01-01-2009.

Sir/Madam,

Consequent upon grant of another installment of dearness allowance w.e.f. 01-01-2009 to Central Government Employees, continuing to draw their pay in their pre-revised scales or to those whose pay and allowances have not been revised vide Government of India, Ministry of Finance, Department of Expenditure New Delhi O.M. No. 1(3)/2008-E.1I (B) dt. 19-03-2009, the Gramin Dak Sevaks whose TRCA has not been revised have also become entitled to the payment of Dearness allowance at the revised rate with effect from 01-01-2009. It has therefore been decided that, the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 104 % to 114% ( One Hundred and fourteen percent) on Time related Continuity allowance with effect from 01-01-2009.

2. The Additional installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the months of January and February, 2009 shall not be made before the date of disbursement of TRCA of March 2009.

3. The expenditure is debatable to the Head of account" salaries" under the relevant head and should, be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Finance wing vide theirDiary no. 52/FA/09 /03 dt. 27.3.2009.

OFFICE MEMORANDUM

Subject: - Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.1.2009.

The undersigned is directed to refer to this Ministry's Office Memorandum No. 1 (3)/2008-E-II (B) dated 29th August, 2008 on the subject mentioned above and to state that the President is pleased to state that the Dearness Allowance payable to Central Government Employees shall be enhanced from the existing rate of 16% to 22% with effect from 1st January 2009.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M.No.1 (3) /2008-E-II (B) dated 29th August 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable unde these orders shall be paid in cash to all Central Government Employees.

4. The payment of arrears of Dearness Allowance for the months of January and February 2009 shall not be made before the date of disbursement of salary of March, 2009.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces Personnel and Railway employees, separate orders will be issued by the Ministry of Defense and Ministry of Railways, respectively.

6. In so far as the persons concerned serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with Comptroller and Auditor General of India.

GDS Committee Report

 
Dear Colleagues,

The proposals of the Department of Posts on GDS Committee have been forwarded to the Honourable MOC&IT. After clearance MOC&IT the File will go to the Ministry of Finance and DOPT after the Signature of Secretary (P) And MOC& IT Thereafter it will go to the Cabinet for Approval. This all process will take within a short Period.
We learn that the Gratuity amount is further increased to Rs.75,000 TRCA kept as recommended by Gopinath Committee but for GDS BPM there will be 5 stages; For other GDS there will be 2 stages for the existing and 3 stages for future recruits; Pension related issue would be decided after further considerations; and Rate of increment will be 2%. It is also learnt that instead of OMA and FSC being paid separately, these two will be clubbed together and a sum of Rs.250/- will be paid per month; Combined Duty allowance is fixed as Rs.500/- per combination. This is the actual position at present
.

Regarding arrears payment to GDS

The Department is working out a proposal for effecting drawal of ad-hoc
Payment of arrears to GDS on the following method.
20% of TRCA + DA as on 01.01.2006 X 38 months and payment of 40% of the calculations before 31.03.2009 towards arrears subject to adjustment of remaining amount after the implementation of GDS committee report.
The proposal is likely to be forwarded to the Ministry of Finance for approval. And within a day or two. It will be approved by MOF, the Payment will be effected before 31.03.2009.

Joint Secretary Finance (J.S.F) cleared the file .The Department of post might have sent the file yesterday evening for approval to the Hon. Minister of communication .The federation and unions are trying to release payment of 40% arrears amount of revised allowances of GDS Employees.


W.E.F. 1. 1. 2006 up to 31st March 2009 kindly await further details.

Remaining arrears likely in Aug'09

   Remaining arrears likely in August 2009.

Government employees, waiting for the 60% balance of the sixth pay commission arrears are likely to be disappointed. More than 8.3 million central government employees and pensioners will have to wait till at least August 2009 to receive the second instalment of Sixth Pay Commission arrears This became clear from the Interim Budget, which has not Parliamentary approval in its expenditure estimates for the first four months of the next fiscal starting April 2009.
“The new government will have
to seek Parliament approval when they submit the budget,” said the same official.

Dear Colleagues,

The implementation of GDS Committee recommendations is still not happening. They assured that before the election announcement the implementation would be done. The matter is still pending before the JS&FA in spite of the fact that the Department has finalised the proposals. The General Elections have been announced. Secretary General FNPO was earlier assured by the Secretary [P] that the code of conduct of elections would not affect our implementation of the GDS Committee Report. The three lakhs of GDS all over the country are frustrated. Federation is aware of their frustration. The matter was therefore consulted between the FNPO & NFPE JCA and a letter to Secretary [P] would be given seeking steps for immediate implementation. The letter to be handed over to Secretary [P] on Monday is as follows.

The undersigned is directed to refer to this Ministry's Office Memorandum No. 1 (3)/2008-E-II (B) dated 29th August, 2008 on the subject mentioned above and to state that the President is pleased to state that the Dearness Allowance payable to Central Government Employees shall be enhanced from the existing rate of 16% to 22% with effect from 1st January 2009.

2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M.No.1 (3) /2008-E-II (B) dated 29th August 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable unde these orders shall be paid in cash to all Central Government Employees.

4. The payment of arrears of Dearness Allowance for the months of January and February 2009 shall not be made before the date of disbursement of salary of March, 2009.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces Personnel and Railway employees, separate orders will be issued by the Ministry of Defense and Ministry of Railways, respectively.

6. In so far as the persons concerned serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with Comptroller and Auditor General of India

Setting up of Departmental Anomaly Committee of

 

                      Department of Posts

Dear Circle/Division/Branch Secretary & Colleagues,

In accordance with the instructions contained in the OM No. 11/2/2008-JCA dated 12-01-2009
Of Department of Personnel & Training, New Delhi, appropriate Anomaly Committees should Be set up by each Ministry/Department to settle the anomalies arising out of the implementation
Of the Sixth Central Pay Commission’s recommendations.
Accordingly, Department of Posts has set up a Departmental Anomaly Committee.

Anomaly will include the following cases:

• Where the Official Side and the Staff Side are of the opinion that any recommendation is inContravention of the principle of the policy enunciated by the Sixth Central Pay CommissionItself without the Commission assigning any reason; and.

• Where the maximum of the revised scales less than the amount at which one is entitled to beFixed in those cases where the same is as a result of modified fixation formula adopted by theGovernment; and.

• Where the amount of revised allowance is less than the existing rate.

Composition

• There will be two levels of Anomaly Committees, National and Departmental, consistingOf representatives of Official Side and the Staff Side of the National Council and the sameDepartmental Council respectively.

• The Departmental Anomaly Committee may be chaired by the Additional Secretary (Admn.)Or the Joint Secretary (Admn.), if there is no post of Additional Secretary (Admn.) FinancialAdviser of the Ministry/Department shall be one of the Members of the Departmental AnomalyCommittee.

• The National Anomaly Committee will deal with anomalies common to two or moreDepartments and in respect of common categories of employees. The Departmental AnomalyCommittee will deal with anomalies pertaining exclusively to the Department concernedAnd having no repercussions on the Postman Group ‘D’ Cadres. Anomalies already sent toSecretary General vide Letter No. NU/P-IV/6th CPC/Scale Postmen & Group ‘D’/Anomalies/6&7/09 Dated 06-02-09 and 13-02-09.

Reverification of Membership

Members may be aware that the Honourable High Court, Chennai delivered judgment on 6.1.2009 and directed the Department of Posts to issue fresh notification towards the recognition of trade unions, as per the relevant Rules and decide the same with a period of four months. The Court had directed that the work of scrutiny of membership applications to be entrusted to an independent officer in the rank of Divisional Superintendent instead of DDO.The Department had sent a fresh proposal in accordance with the judgment to the DoP&T and got the approval. There is another stay order of the Chennai High Court with regard to the re-verification process commenced in April 2008. Hence, the file is now sent to Law Ministry for its opinion. As soon as it is returned back, the Department may go in for fresh re-verification.

Implementation of GDS Committee Recommendations

Almost all the Branches of the GDS Union have expressed their anguish to this CHQ over the delay in implementing the GDS Committee recommendations and expressed their apprehension that since Lok Sabha election schedules were announced, it may take some time for the Department to implement the recommendations of the GDS Committee.The Secretary General, FNPO met the Secretary, Dept. of Posts.

Who assured that the code of conduct of elections will not prevent them to implement the recommendations.therefore, we feel that the Department may implement the recommendations as soon as the same is approved by the Cabinet.

International Women’s Day


International Women’s Day was celebrated by U.N.I. I.L.C. Women Wing at
Mumbai, Talmar Hall on 07-03-2009 at 4.00 pm. Sister Anjali Bedekar U.N.I.
APRO, Women’s President was on the Chair. Inaugural Speech was given by
Brother Christopher NG Regional Secretary, U.N.I. A.P.R.O., Singapore,
Sister Alice Chang was the Chief Guest.

The function was attended by Shri T.N. Rahate General Secretary, N.U.P.E.
P-IV and Sister Sunetra Sarang Circle Secretary, Administration Union,
Maharashtra Circle attended and addressed the gathering. Women Postal
Employees participated in large number.

U.N.I., Asia & Pacific, India Liaison Council Meeting

The U.N.I., India Liaison Council Meeting of 2008-09 was held at
Mumbai Y.W.C.A. International Centre on 8th March, 2009. Shri Milind Nadkarni
U.N.I. I.L.C. President was on the Chair. Shri Philip Bowyer Dy. General Secretary,
U.N.I. Nyon, Brother Christopher NG Regional Secretary, Sister Alice Chang
Director U.N.I. APRO, Commerce were also present.

Shri Shakeel Ahmed Burney President, F.N.P.O. and T.N. Rahate General
Secretary, N.U.P.E. Postmen & Group ‘D’ participated on behalf of F.N.P.O.

Met DDG (I&MM) and discussed about khaki uniform supply of good qualities and cash payment in lieu of chappals & Umbrellas.
I also discussed the Question of Curtailment of delivery in Andhra circle (Hyderabad circle & Secandarabad with Sr DDG CGM (MM).
Met DDG (Estt) and discussed the revision of wages for GDS offsetting as Postman & Group’D’.
Discussed the Non implementation of orders of govt on compassionate appointment 5% of total Vacancies (In many Circles with DDG (P) And Director (Staff).

* Election dates notified

The Election Commission has notified dates it is not know whether code of conduct will apply To GDS wage revision.

* GDS Strike Deferred

The Strike call given separately by All India GDS Employees union and NUGDS has been deferred.
