Subject:- Action Taken on 23rd Report of the Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice on the Government's Policy of Appointment on Compassionate Ground.
.
The undersigned is directed to refer to para 9.4 of the 23rd Report on Government policy of appointment on compassionate ground given by Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, Rajya Sabha. It is envisaged in the above para that if the Government's effort is to help the family of the deceased employee then there must be a separate Cell in each of the Ministries or Departments, which will cater to only compassionate appointment cases. The cell should send periodical information on number of vacancies, number of applications received, time taken to dispose of the cases, reasons for not disposing favourably etc. to the head of the Department. The Committee has, therefore, recommended that the Government should come forward with certain new guidelines for the benefit of the employees like creation of a separate Cell, etc. 2. The matter has been considered in the Department. It is not felt desirable for the small Departments to have a separate cell. It is, however, advised that bigger organizations should create a separate cell for handling large number of cases for compassionate appointments in order to ensure timely and meticulous processing of applications. The cell should be entrusted, inter-alia, With the responsibilities as envisaged in the Report of the Committee.

S.G.Kalokhe regional secretary and headed by Shri.Ashok Pawar Circle Sectary in front of CPMG office Mumbai.GPO.

6/01/2010 To 8/01/2010 Remain at Mumbai.

9/01/2010 To 11/01/2010 Camped at Nagpur The JCA of Postman & gr “D” was on strike during 7/1 to 9/1 guided the agitation and with the help and guidance from CPMG Maharashtra to local administration strike called off.

Ex-Circle Secretary of NUPE –P-III Shri. P.S Shivalkar written a book of guide lines on CCA & CCS conducts Rules. The first edition released by me. Secondly I addressed the CWC of Maharashtra circle NAPE Gr “C”,

11/01/2010 To 13/01/2010 Remained at Delhi. In CHQ with Shri. B.M Ghosh Sr. Leader Shri. Shekhar Mukharjee C/s. W/B Shri Lakhan Mujumdar V/P CHQ. Shri. S.B. More form Maharashtra and finalized the AIC account by helping Shri. Ashok Sharma Treasurer CHQ on 11/1/2010 night at 2100 hours. Met with Smt. Deepad Dasmunshi M.P. W/B and invited her to attend our AIC the invitation presented her by Shri. B.M.Ghosh our senior leader. On 12/1/2010 After noon met Shri. Gurdas Kamat our state minister and presented him invitation card of our AIC Kolkata & requested for his presence. We also discussed Problems of Postman Gr. “D” & GDS. Particularly the issues of Rajsthan Circle the Honble Minister assured & Started the Process for Settlement of issue.

In all other cases He assured that Secretary “P” and other concerned officers will be asked to look after the problems brought to his notice & Asked us to come again Shri. B.M. Ghosh Sr. Leader & working president of Pradesh congress committee W/B were with me.

Then I Paid visit to Dak bhavan and met with member (P) Smt. Indira Krishnakumar, DDG (Estt) Shri.A.K Sharma DDG (P) Shri. Salim haq. DDG (CP) Shri Anurag Aindri DDG (mm) Smt. Meera Handa, Senior DDG (M) MB Smt. Kalpna Tiwari, Senior DDG (International) Smt. Kaveri Banarjee, Business Development/GM, Smt. Sunita Trivedi, Director (SPN) Shri. V.C Kajla, Director GDS, Shri. R.K Mishra, Director planning & Budget Smt. Rajul Bhat & Other ADG discussed Various issues. The result is fruitful.

The Postman new norms will be out before AIC recruitment orders in r/o vacancies for year 2009 will be issued shortly 2000-2009 Gr. “D” (MSC) will also be issued In Project Arrow renovation of delivery Hall orders issued in face II & III according to fund position. The result of Maharashtra examination of 27/12/2008 will be out within a week. Regarding behavior of CPMG Gujarat & DPS & DPS HQ Rajasthan Circle with union will be examined and assured for normal relation in future. Medical fund allotment will be made immediately Our demand for High power committee in GDS anomalies. Turned down by deptt. Union has to approach political leaders down by deptt. Union has to approach political leaders for intervention & we will do it to get justice to GDS, for incentive of NREGS Deptt asked fund of Rs. 52 cores but the finance ministry. Allotted only 6 cores. Deptt & union will try to get required funds from finance. While I was in Dak Bhavan Shri.D.Kishanrao G/S NAPE Gr. “C” CHQ & Shri. P.S Babu met with me both are were invited for our AIC. They visited our CHQ after wards and we discussed organizational issue.

At 2100 hours in Night I visited the residence of Shri.Pranab Mukharjee our finance Minister and delivered invitation card of our AIC and requested him to attend. We discussed problems of postmen Gr. “D” & GDS. He asked us to give a detail letter to enable him to look after those issues however he was kind to tell that order for recruitment for year 2009 & 2010 will be issued shortly.

I thanked the minister for this special Visit.

NUGDS all India conference held at Manjeri (Kerala) from 04/01/2010 to 06/01/2010. Honble MP Shri Sohanwas inaugurated the Conference on 04/01/2010. On 05/01/2010 Morning Smt. Shoba Koshy Chief PMG Kerala Circle inaugurated the seminar. Above 400 delegates Participated. S/Shri.V.V.Rao Former General Secretary NUGDSs attended and guided the conference all the three days.

Shri. T.N Rahate President FNPO & G/S NUPE P-IV and Shri. D.Theagarajan SGFNPO Attended and greeted the conference.

S/Shri Satyanarana Reddy (AP Circle) P.U.Muralidharan (Kerala Circle) were reelected as president and General Secretary respectively.
