OFFICE MEMORANDUM

Subject: Options for inclusion under the Central Civil Services (Pension) Rules, 1972 in accordance with DoPPW OM dated 03.03.2023 to those employees who have since been retired- reg.

The undersigned is directed to say that the Department of Pension and Pensioners’ Welfare administers pension related policy matters in respect to Central Government civil employees. This Department has issued instructions vide OM No. 57/05/2021-P&PW(B) dated 03.03.2023 giving one time option to the Central Government civil employee for inclusion under the CCS(Pension) Rules, 1972 ( now 2021) who has been appointed against a post or vacancy which was advertised/ notified for recruitment/ appointment prior to notification for National Pension System i.e. 22.12.2003. As per para 7 of this OM, it is for the appointing authority of the post against which such option has been exercised to examine and decide applicability of these instructions.

2. Further, instructions were issued vide OM No. 57/03/2022-P&PW(B)/8361(1) dated 20.10.2023 on the question of applicability of aforesaid instructions dated 03.03.2023 to the Central Government employees who have since retired from service before issue of these instructions.

3. Further, references were received seeking clarification with respect to applicability of aforesaid instructions dated 03.03.2023 to the Central Government employees who have since retired from service before issue of these instructions. Accordingly, following FAQs are being issued to deal with these matters :

(i)

The OM dated 20.10.2023 requires refund of two elements viz. (a) Government contribution and return thereon under NPS and (ii) interest thereon.

While the amount of Government contribution and the return thereon in the accumulated corpus of wealth under NPS account of the subscriber at the time of his exit on retirement would be ascertained from NSDL, the rate and manner of recovery of interest (simple or compound and the’ rates at which compounding is to be done) from the date of exit to the date of refund by the employee is not clear.

In the DoPPW OM dated 20.10.2023, it was clarified that there is no restriction on applicability of aforesaid OM dated 03.03.2023 to Central Government employees who are otherwise eligible for the coverage under OPS and who already retired from service. Since, in this case, employee has already availed benefits under NPS, the Government contribution and return thereon under the NPS would require to be refunded along with interest thereon by the Government servant in order to avail the benefit under the CCS(Pension) Rules, 1972, in case, he is found eligible for coverage under old pension scheme in terms of DoPPW OM dated 03.03.2023.

The rate and manner of calculation of interest on the amount to be refunded would be in accordance with the instructions issued by this Department vide O.M. No. 38/34/2001-P&PW(F) dated 29.04.2002 i.e. the interest would be calculated at the same rate and in the same manner as in the case of GPF deposits, applicable from time to time for the period from the date of receipt of pensionary benefits to date of refund to the Government.

 

(ii)

The OM is silent on the date upto which the return on the Government contribution Is to be recovered. Whether it is upto the date of Superannuation/ retirement or date of conversion from NPS to pension under CCS (Pension) rules. If the date of recovery of return is upto the date of superannuation/ retirement of the employee, then whether any adjustment or recovery from the annuity availed by the employee after the date of retirement is required to be made or not and if so, the manner of recovery/ adjustment.

(iii)

The order does not indicate the date from which the pension is to be given to the retired employee. As the retire Government contribution along with interest is to be recovered from the retired employees, apparently the pension may become payable from the date of their retirement on superannuation. This may be got clarified.

The pension is to be granted from the next date of superannuation/retirement of the Government employees i.e. if the employees had superannuated or retired w.e.f. 31.01.2023, the pension would start from next date 1.e. 01.02.2023.

(iv)

In case of serving employees, GPF account is opened on their migration from NPS to old pension scheme under CCS (Pension) Rules. The OM is silent on opening of GPF account in this case. As the employee’s contribution and return thereon is not being recovered, there is nothing to credit to their GPF account. So GPF account of the employee may not be opened. This may be got clarified.

There is no question of opening of any GPF account in respect to retired officers for their inclusion under OPS.

(v)

Those retired Government employees who have not yet withdrawn the benefit under NPS, the OM it is not clear on whether (a) their entire corpus is to be withdrawn from NSDL and their share along with return thereon in the accumulated corpus on the date of exit from NPS is to be returned to them directly or his contribution is to be deposited in the GPF account to be opened and then closed with interest.

In case, the accumulated corpus has not been withdrawn by Government servant on his retirement, then the NPS account would be closed and the Government contribution along with return thereon in the corpus at the time of exit would be transferred into the Government account and there is no question of any interest on such amount.

(vi)

In respect of cases mentioned in (v) above, as far as the government contribution and return thereon is concerned, the same may be credited in the Government account. No interest is involved in this case. This may be got clarified.

How to Activate Internet Banking and Mobile Banking For Post Office Savings Account

 Post office savings bank (POSB) account holders can use internet banking services provided by India Post, which is part of the Department of Posts (DOP). The Post Office Internet Banking can come in useful for you to transfer funds between your own- and third-party Post Office Savings Account, you can also deposit funds into your pblic provident fund (PPF) and sukanya samriddhi yojana (SSY) accounts, along with many other services.

 Pre-requisites for availing India Post Internet Banking:

 According to the India Post website, the following are the conditions to be met before availing of internet banking services: 

. Valid Active Single or Joint "B" Savings account standing at CBS SubPost Office or Head Post Office.

  • Accounts standing at branch post office are not eligible for availing Internet banking facility. 
  • Provide necessary KYC documents, if not already submitted 
  • Valid unique mobile number 
  • Email address 
  • PAN number

 How to register and activate for India Post internet banking 

 Step 1: Visit the nearest post office and fill out the form (You will receive an SMS alert to your registered mobile number within 48 hours) 

 Step 2: Once you receive the SMS, go to the DOP Internet banking portal and click the "New User Activation" hyperlink on the home page. 

 Step 3: Enter Customer ID and Account ID (Customer ID is the CIF ID given on the first page of the savings account Passbook. Your savings account number is the Account ID). 

 

Step 4: Fill in the required information and set your Internet Banking login and transaction passwords. Note that login and transaction passwords cannot be same 

 Step 5: Now log in and set up your security questions and answers, as well as your password. A 'Pass phrase,' which is a security add-on feature, may be requested. It verifies that you are accessing the correct DOP Internet Banking URL. It should be the same as the one you choose during user activation. 

 These procedures are required for your online banking user ID to be activated successfully. 

 Online transactions 

 Funds can be transferred from your POSB account to other POSB accounts belonging to you or a third party. 

 

  • Below are some of the transactions which can be done using internet banking. PPF Deposit and PPF Withdrawal RD deposit, Repayment of RD half withdrawal SSA deposit. 
  • RD and TD accounts can be opened through Internet Banking RD and TD accounts can be closed or pre-closed as per the existing POSB norms. 
  • Stop payment of cheque can be registered PPF withdrawal online Beneficiary can be added 

 How to activate mobile banking Fill out the mobile banking application and submit it. 

 According to FAQs on the India Post website, "After registering for DoP Mobile Banking, download the India Post mobile banking app from Google play store and use the option Activate mobile banking and follow the pre-defined steps after 24 hours of registration."  The CIF ID is printed on the first page of your passbook the default username.

 You can change your channel login credentials of mobile banking in the ‘Update channel login ID’ option under ‘My Profile’ section in internet banking. 

 Step 1: Download the Mobile Banking Application from the Google Play store

 Step 2: Click on 'Activate Mobile Banking' tab 

 Step 3: Enter the Security Credentials and enter OTP 

 Step 4: After your activation has been authenticated, you will be prompted to input your four-digit MPIN 

 Step 5: Click on submit Now you are ready for login in DOP mobile banking app.

 Many BOs are reporting that the DARPAN Application getting logged out in few seconds as the Screen timeout is very less. It is difficult to login the DARPAN Application many times in a day.

Frequently Asked Question PLI-CSI GL INTEGRATION Ver 1.0 (30/04/2024) 

1.Daily account and Day end collection are not tallying after GL Integration.

Logic of day end collection is based on collections made at particular Mccamish office code ie wherever the transaction is done..  Collections made upto 6 PM is being considered for the day.  Subsequent collections made is accounted on next day.  Hence Pl avoid making collections after 6 PM in all offices.

2. Whether Voucher Posting has to be done for PLI transactions post GL Integration?

All PLI transactions done in Mccamish (Upto 6 PM) will reflect in daily account which can be generated on next day. Manual voucher postings should not be resorted to except the ones mentioned in point 14.

3.Whether Voucher Posting are to be done for Branch office transactions?

No voucher posting is to be done for Branch Office transactions . PLI transactions done through Darpan android device will reflect in BO Daily account. Transactions done through Non RICT/Darpan  mode will reflect in Daily account of account office.

 4. Whether PLI transactions will reflect in the daily account on same day after completion of transaction.

Post GL Integration, PLI transactions will be reflected in same day’s daily account but this daily account can be generated only on next day. Eg: PLI transactions done on 01/05/2024 will reflect in daily account dt.1.5.2024 which can be generated on 02/05/2024 only.

 Pl use ZFSI_DOC_LOG and FB03 to get the entries received through integration file

5. Whether Counter PA should login to Mccamish only through POS after GL Integration?

Yes. CPA should login to Mccamish through POS for updation of cash correctly in POS.

6.Whether transactions done outside POS will reflect in Daily account?

Yes. All transactions in Mccamish (either through POS or direct login) will reflect in Daily account i.e., the POS cash debit entry will be posted through integration but POS counter cash balance will not increase. Due to this, POS Cash will not tally

Further if not fetched in POS, cash payment may be made through F-04 T-code

08. Reason for non reflection of PLI Transactions in daily account even after GL extract file generation in Mccamish?

PLI transactions hitting Unmapped GLs or Invalid/Incorrect facility ID or Unbalance GL extract will move to Error Report in CSI and hence no PLI transactions are reflected in daily account

10. What is the T Code to access CSI Error Report

T Code: ZPLI_ERROR.  Here you can see the Error details of GL Consolidation.

11. Which role to be provided to access T Codes  ZPLI_ERROR and ZFSI_DOC_LOG ?

13. Whether manual voucher posting is to be done for offices which are available in ZPLI_ERROR.

As functioning in CBS, same way error entries will be available for PLI. The entries can be edited to correct the Facility ID, GL (amount field is non-editable) within the period closure as per the guidance of Circle CPC/SPOC. Once period is closed, the same cannot be corrected from ZPLI_ERROR. If corrections could not be effected from ZPLI_ERROR, manual posting to be made in case of offices whose transactions moved to error folder. Manual voucher posting only should be done for these offices as per the instructions of circles (either at Circle/Region/Division)

 For unmapped GL error if any, the same may be taken up with circle /PLI Dtte, for correct GL Mapping

14. What are activities outside PLI-CSI GL integration & manual postings needs to done?

 

Following are the activities done outside McCamish by field units which require manual voucher posting

1.       TDS or any other deduction on maturity / surrender (Refer below screen shots)

2.       GST on default fees

3.       Manual settlement of claim

4.       Manual loan adjustment due to legacy issue

5.       Manual Premium or Installment revival amount refunds

6.       Non updation  of receipt cancellation in POS Cash

7.       Miscellaneous collection like agent renewal fee is also not updated in GL

8.       Cheque dishonour fee. it shows 100 instead of 118(including gst). Manual

9.       Incentive to Monitoring staff.(Accounting part available).

15. Instalment revival total amount is reflected in DTR.  Only instalment amount needs to be reflected in DTR. 

Manual posting needs to be done as solution to be decided yet.

18.  Collection made by cheque is automatically accounted in Remitted bank- PLI/RPLI GL. How to do bank reconciliation?

 

        The Remittance to bank-PLI/RPLI is not a recon GL and bank reconciliation cannot be                                                  made for this GL in CSI.

Previously it is informed that RPLI /Pli payments approved of below Rs.20000 by cash is to be made manually as it is under testing at Karnataka Circle. Now in draft SO, it is mentioned as it is to be processed at POS module. Steps may kindly be shared... But liability was created for that cash payment in FBL5N. What to do for that.
