Trivandrum : The Central Working Committee meeting of National Union of Postmen & Group ‘D’/Multi Task Staff of CHQ held during 21st to 23rd September 2010 at YMCA Hall, Trivandrum under the presidentship of Shri C.P. Nayee, All India President of the Union.

Shri Omen Chandi the Opposition Leader of Kerala State Assembly inaugurated the CWC. In his inaugural Speech he pointed out the relation between INTUC and our National Union and welcomed all the participants on behalf of Congress Party and on his own behalf and assured his fullest cooperation and help to the National Union of Postmen and Group ‘D’ at all level in
future also.

Shri D. Theagarajan, Secretary General, FNPO has taken active part in the CWC and addressed the participant in his befitting manner and praised the Union for increasing membership in last member reverification. He assured for his fullest cooperation in future to achieve the demands of Postman and Group ‘D’/M.T.S. in particular and all Postal Employees in general for securing a better status in restructuring.

The CWC ended under the Vote of thanks by Shri C. Thrivikraman Nair and the JCA of FNPO of Kerala Circle has hosted this CWC in a very good manner. CHQ Thanks them and

their team for grand success of CWC.

TODAY CABINET APPROVED 10% HIKE IN DEARNESS ALLOWANCE


CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS WILL GET 10 PERCENT DEARNESS ALLOWANCE FROM 1-07-2010,THE HIGH RATE OF INFLATION IN THE LAST SIX MONTHS THE CABINET APPROVED D.A. HIKE FROM 35% TO 45%

THE UNION CABINET TODAY DECIDED TO RELEASE AN ADDITIONAL INSTALMENT OF DEARNESS ALLOWANCE (DA) TO CENTRAL GOVERNMENT EMPLOYEES AND DEARNESS RELIEF (DR) TO PENSIONERS W.E.F. 1.7.2010 REPRESENTING AN INCREASE OF 10% OVER THE EXISTING RATE OF 35% OF THE BASIC PAY/PENSION, TO COMPENSATE FOR PRICE RISE.

THE INCREASE IS IN ACCORDANCE WITH THE ACCEPTED FORMULA, WHICH IS BASED ON THE RECOMMENDATIONS OF THE 6TH CENTRAL PAY COMMISSION.

THE COMBINED IMPACT ON THE EXCHEQUER ON ACCOUNT OF BOTH DEARNESS ALLOWANCE AND DEARNESS RELIEF WILL BE OF THE ORDER OF RS. 9303.2 CRORE PER ANNUM AND RS. 6202.1 CRORE IN THE FINANCIAL YEAR 2010-2011 (FOR A PERIOD OF 8 MONTHS FROM JULY,2010 TO FEBRUARY, 2011).

The additional enhanced Dearness Allowance effective from July, 2010 is 10% and the total of 45%.

Important Highlights


After 12.07.2010 discussions and also Departmental Council Meeting held on 27.08.2010, many positive orders are being issued by the Department. Still we have to cross many miles for mitigating the hardship of Postal employees.


Cadre Review Committee

A Committee has already been constituted to discuss about the cadre review proposals. Staff Side is now redrafting the original proposals duly taken note of the grant of MACP and other developments. Any suggestion on this is most welcome.

Committee of Experts on disciplinary & vigilance inquiries

The Committee of Experts headed by Sri. P. C. Hota appointed by DOPT on 12.05.2010 to review the procedure of disciplinary/vigilance inquiries has submitted its report on 14.07.2010. The most part of the reports advocate fighting against corruption at higher levels.

Review DPC to reconsider Bench Mark

As assured in the Departmental council meeting held on 27.8.2010, the department has released orders to constitute a Scrutiny Committee at divisional level for scrutinizing the confidential reports of Postman, Postal assistants, Sorting Assistants for the preceding 5 years. This committee is a onetime exercise only for those who have not been granted MACP due to application of bench mark. The committee should complete the exercise within one month and place before the DPS /PMG who will be the accepting authority.

Revision of Grade pay on acquiring TBOP/BCR promotion after 6th CPC

The Department has issued orders on 6.9.2010 clarifying that the erstwhile Group Ds now MTS in GP of Rs1800/- as on 1.1.2006 may be allowed GP of Rs 1900 & 2000 on TBOP & BCR respectively during the period from 1.1.2006 to 31.8.2008.This is one of the items discussed in the departmental council meeting held on 27.8.2010. Child Care Leave Clarification

The DOPT & Training vide its OM No. 13018/1/2010-Estt (Leave) dtd. 07.09.2010 clarified to delete the condition that CCL can be availed only if the employee concerned has not Earned Leave at her credit subject to the following conditions:

(i) CCL may not be granted in more than 3 spells in a Calendar year.
(ii) CCL may not be granted for less than 15 days.
(iii) CCL during probation period is minimal.

This order takes effect from 1.9.2008. Earned leave, if any, availed by women employees before availing CCL may be adjusted against CCL, if so requested by the employee.

This clarification now exhibits the spirit of the original orders.

Discharge Benefit Scheme to GDS

The Department has introduced the ‘Discharge Benefit Scheme to GDS’ vide its OM No 6-11 / 2009 – PE I dated 1.9.2010. The following is the gist of the scheme.
(i) This scheme of is optional to the existing GDS employees but compulsory to all the new recruits from 01.01.2011.
(ii) GDS who are left with only three years or less service are not eligible
(iii) For those who opted to new scheme, the severance amount@ Rs.1500/- per annum for every completed years of service will be added to the accumulated contributions at the time of discharge for annuitization.
(iv) Government shall contribute Rs.200/-P.M. and no recovery from GDS
(v) Not eligible during put off period, provisional appointments and to substitutes.
(vi) On promotion, the accumulations shall be transferred to funds under New Pension Scheme.
(vii) On attaining the age of 58, the GDS can withdraw 20% of the accumulations.
(viii) At the time of discharge 60% will be paid. 40% shall be invested for purchase of Life Annuity from Insurance Company.
(ix) On removal or dismissal, no amount will be paid
(x) Option shall be given before 30.09.2010.

Honorarium for drawal of TRCA arrears to GDS

The Department has released orders on 26.08.2010 vide its no. 42-1/2008-PAP based on our demand. The following will be rates: -
(1) Fixation of TRCA
OA Divisional office - Rs. 5/- per GDS
ASP/IPO - Rs. 2/- per GDS
(2) Drawal arrears
Drawal & entry - Rs. 1/- per GDS per month
Checking - Rs. 2/- per GDS
(3) Post Check - Rs. 2/- per case

Modernisation of Postal Services

The cabinet has cleared the proposal of Postal Department for creation of I.T. infrastructure & Net working including core banking to the extent of Rs.1877.20 crores on 26.08.2010. The project shall be completed before September 2012.

News at Glance

The department will release the orders in next week providing stepping up of minimum pay of the direct recruits for those getting lesser pay as on 1.1.2006. The department has again pursued with MOF to extend the same to promotees also.

DISCHARGE BENEFIT SCHEME (SDBS) FOR THE GRAMIN DAK SEVAKS



The department has issued orders vide letter no. 6-11/2009-PEII dated 1.9.2010 .



IMPORTANT POINTS -



1.On discharge benefits scheme which is in lieu of pensionary benefits and the existing severance amount scheme.
2. This scheme is optional for the existing GDS employees and compulsory for those entering into service from 1.1.2011 .
3. The GDS who are left with only three years or less service shall not be eligible.
3.For opted to new scheme, the severance amount @ Rs.1500 per annum for every completed years of service will be added to the accumulated contributions at the time of discharge for annuitization.
4. Govt shall contribute Rs200/-
5. No recovery from GDS.
6.The contributions shall be credited to the Trustee bank designated by the PFRDA.
7. Not eligible during Put off periods, Provisional appointments and substitutes.
8. On promotion, the accumulations shall be transferred under New Pension Scheme.
9.On attaining the age of 58,the GDS can withdraw 20% of the accumulations.

The Secretary (post) informed staff side that Rs.1800 Crores have been approved for computerization.
The Cabinet Committee on Economic Affairs approved the IT Modernization Project - Handheld devices will be provided to all the Grameen Dak Sevak (GDS) Post Offices


The Cabinet Committee on Economic Affairs approved the IT Modernization Project – Phase-II, proposal of the Department of Posts. The decision is to computerize all the Departmental and Grameen Dak Sevak (GDS) posts offices in the country. The approval has also been accorded for creation of IT infrastructure including establishment of Data Centre, Networking of the Departmental post offices, development of scalable, integrated and modular software for all the operations of the Department of Posts. The Project will be implemented over a three year period covering 2010-11, 2011-12 and 2012-13.

The total expenditure involved in this project will be Rs.1877.20 crore and it will cover all the Post Offices throughout the country in all the State and Union Territories. The Department of Posts will be floating tenders for procurement of hardware and development of software. Pilots will be held in rural and urban post offices. The final roll out will be completed by September 2012.

Handheld devices will be provided to all the Grameen Dak Sevak (GDS) Post Offices in the rural areas and necessary software application developed. Banking solution will be implemented for the Post Office Savings Bank (POSB) scheme. Software Integration solutions will be developed for mail operations enabling tracking solutions for all registered and Speed Post articles.

The Postal Life Insurance services will be available in all the Post Offices including rural pot offices in the country through computers and rural ICT devices. Comprehensive training will be given to staff in Customer relations, application, IT management and system training skills.

Background: The Post Office presently handles 654 crore pieces of mail annually. POSB has a corpus fund of Rs.5, 63,000 crore. Significant trends like liberalization and globalization; urbanization, increased demand for financial services, increased funding by government for weaker sections and rural sector, make it imperative that India Post develop new processes and supporting technology.
