Not Possible to Revert Back to Old Pension Scheme

It is not possible for the government to revert back to old pension scheme – Minister replied in Parliament on 24.7.2018
Abolition of Contributory Pension Scheme
Representations have been received from various Associations of Government Employees on the problems being faced and the demand to withdraw the National Pension System (NPS).
The 7th Central Pay Commission (CPC) also in its report examined the issues related to NPS and made recommendations for addressing these issues. Pursuant thereto, it was decided to constitute a Committee of Secretaries to suggest measures for streamlining NPS. The Committee has submitted its report.
Due to rising and unsustainable pension bill and keeping in view of fiscal imperatives, it is not possible for the government to revert back to old pension scheme.

Sub: Seventh Central Pay Commissions recommendations - revision of pay scales - amendment of Service Rules/Recruitment Rules.
The undersigned is directed to refer to this Department’s OM of even number dated 9th August 2016 regarding amendment of Service Rules/ Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS (Revised Pay) Rules, 2016.
2. In the light of above all cadre controlling authorities of Organized Group A services are hereby requested to amend the SRs as per OM dated 30.08.2016 to bring them in-conformity with 7th CPC structure. The information in this regard may also be furnished to the undersigned latest by 31st July 2018 in the format enclosed.

Transfer Policy - Lok Sabha Q &A,

In terms of instructions issued by Department of Personnel & Training (DoPT) on transfer/posting of Government employees, all Ministries/Departments of Government of India are required to have their own guidelines for transfer/posting of their employees providing for the following -
  1. minimum tenure;
  2. have a mechanism akin to Civil Services Board for recommending transfer; and
Respective Ministries/Departments are also required to place the transfer policy in public domain.
There is no proposal to formulate single transfer policy for the Government employees as guidelines for transfer/posting of employees depend on the specific requirement of individual Ministries/ Departments. Moreover, the State Public Services are under State List for which the State Governments are competent to make rules and policies. Accordingly, there is no proposal to constitute any commission for single transfer policy for both Central & State employees.
This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Lok Sabha today.

Subject:- Admissibility of Nursing Allowance during absence of more than 30 days. 

References have been received in this Department seeking clarification regarding admissibility of Nursing Allowance to Nursing personnel working in various hospitals and institutions during absence of full calendar month(s) due to leave, training, tour etc. 
2. The matter has been considered in this Department. It has been decided that Nursing Allowance will be admissible to Nursing personnel during absence of more than 30 days due to leave, training, tour etc., however, duration of such leave will be restricted to maximum 60 days. Beyond 60 days leave/ absence, the Nursing Allowance will not be admissible. 
3. This is issued with the approval of Secretary (Exp.).

Patch for GDS New Pay and Allowances and Income Tax released on 24/07/2018


GDS new pay drawal read me 

1. Execute the script using script tool (accounts and IT) 
2. Replace the existing accounts exe to latest accounts exe 
3. New scale and level adding and modification is not required 
Certain changes have to be made to the accounts module to accommodate the revision of pay scales to GDS employees in accordance with the new pay structure. The changes to be made are explained in the steps below 

New pay scales and Level 
The existing pay scales have to be modified if required using the menu Employees- Employee Entry –GDS - Modify. Select the required designation, based on designation pay scale and level will be appeared in the Pay scale. 
Modify the correct Basic pay as per the fixed amount based on division office order 
If Increment month is July 2018 then for the month should be June 2018, once modified to July 2018 increment amount will not be drawn 

New allowances 
Dearness allowance – Add the new rate of (percent) with base allowance being Basic Pay only from 1.7.2018 or previous month through allowance parameter configuration for GDS officials. 
Other allowances new rate to be configured / modified based on GDS order

Respected Sir,
On behalf of 2.76 lakhs Gramin Dak Sevaks in the Department of Posts, we submit the memorandum for your kind consideration and favourable action.
The Government of India constituted One Man Committee under the Chairmanship of Sri. Kamalesh Chandra, Retired Postal Board Member to examine the wage structure and service conditions of Gramin Dak Sevaks (GDS) in November, 2015.
The Committee submitted a report to the Department of Posts in November 2016.
The Union Cabinet has approved the report on 06.06.2018. The major recommendations of the committee were overlooked and neglected by Union Cabinet and the Department of Posts. The committee has been wrongfully manipulated and amended. This manipulation and unjustified amendment of the report of the committee has been given the serious detriment of the GDS employees and has put them to  a cumulative loss of lakhs of rupees.
You are humbly requested to take up these issues in the parliament by using your good offices.

Composite Allowance for ABPMs X-Class cities Rs. 2400/- Y-Class Cities Rs. 1600/- Z Class Cities Rs. 800/- recommended.

Date of Implementation

The Committee recommends that the date of implementation of increase of wages should be effective from 01.01.2016 as in the case of recommendation of 7th CPC for regular Central Government employees.

The GDS Committee recommends following to rationalize the categories of GDS’s. The same approved and other unapproved categories of GDS merged into two categories.

a) Branch Post Masters.

b) Asst. Branch Post Masters  /
