POSTAL JCA DECIDES INDEFINITE STRIKE FROM 07-10-2009
DEMANDS
1). Implement GDS Committee Recommendations immediately with modification sought by staff side.
2). Remove the discrimination and grant Bonus to GDs employees on par with regular employees.

In another development Shri T.N Rahate President FNPO had a meeting with Smt.Radhika Doraiswamy along with Shri. C.P Nayi President NUPE P-IV CHQ, Shri Parmar C/S NUPE P-III Gujarat and Shri. Jaypalsing C/S NUPE P-IV Haryana. And discussed on the problems of Gujarat & Haryana Circle particularly and other issues in General.
After meeting in formal talk with officers of Postal Board Shri T.N Rahate raised the issue of non-inclusion of P.K Gopinath committee recommendations in cabinet note and the replies from the officers was a shocking news for entire 3 Lac GDS Staff as they are now telling that there was no any committee of Shri. P.K Gopinath and they question of in clusion of improved recommedetion does not arise. It dearshows that entire Postal Board deceived the 3 Lac GDS employees by not including the recommedetion of P.K Gopinath Committee in Cabinet note and they have kept entire ministry in dark in this case. If Postal Board not avert of the decision of Non-inclusion of Shri. Gopinath Committee Recommedetion. The entire Postal Staff has to go only on indefinate strike and for that only JCA called a urgent meeting on 21st Sept’2009 at 2.00 PM to take a decision on indefinate Strike. FNPO Appeal to all the Postal Workers to Stand like a Rock with our 3 Lac GDS Brothers to achieve their demand which is justified and our brothers are with us in past whenever we gave calls for agitation or Strike. Our History of struggles is bright and we Postal Workers have given the path for entire central Govt Employees in particular and for entire working class in general for struggle against injustice.

GDS Pay Committee Report: - Discussed in detail and Hon,ble Minister asked his Secretary to enquire Whether P.K Gopinath Committee Report brought before cabinet and minister assured the FNPO deligation that P.K Gopinath Committee maximum recommendation will be considered. He further told that into days cabinet meeting it will be finalized if not then in next meeting matter will be Cleared.
Shortage of Staff: - Minister told the Deligation that maximum posts are being filled and orders are issued to fill up those posts in clouding group “D” post while filling preference will be given to GDS Staff.
Project Arrow: - Minister assured that orders/guidelines will be issued for Enovation of delivery hall also and Staff of Postman and Group “D” will be provided. He asked for cooperation from Staff side and Shri. T.N Rahate President FNPO assured for full cooperation from his Fedration.
Retirement Age:- Shri T.N Rahate handedover the copy of litter issued from FNPO To the prime minister in this concern.
The minister Specifically Stated that this issue concerns of all central Govt Staff and he can not take any decision however he assured that after study of letter positive stand will be conveyed to the office of Prime minister from communication Ministry. In last Minister was kind enough to declare that after state election. He will arrange a meeting with President FNPO and the Secretary Department of Post, Member postal board and DDG along with Minister for discussion of Postal issues. The following matters were discussed with Secretary (Posts):
(1) Requested to recruit multi-skill Group’C’ (Peon/mail-peon). It will be examined from the year 2009 onwards.
(3) The matter related to placement of non-matriculate Group D in the Pay Band PB-1 with effect from 1.1.2006 was discussed in detail. We were replied that orders had already been issued to Circles and compliance report called for. If any case is still pending it may be brought to the notice of Directorate.
(4) Discussed the case related to Revision of Norms and Duties of Postman. It is under process.
(5) The demand for cash payment in lieu of supply of chappals & umbrella was once again discussed and were informed that the matter placed before the Postal Services Board and a decision taken.
(6) Filling up of 436 posts of postman in residual vacancy by GDS in Mumbai Region, Maharashtra was taken up. Our demand is to fill up the vacancies by GDS with in the Circle instead of with in the Region. It will be examined favourably.
(7) Requested to provide time factor for the works like RPLI and other new products besides paying incentive. This will be placed before the Postal Services Board and a favourable decision is taken.

Modified ACP: The case is under process. File has not been cleared by Financial Advisor. Orders are likely to be issued by the end of this month.

Implementation of GDS Committee Report:

The file was put up to Election Commission. The Commission has now cleared the file. The case has been included in the Agenda of the Cabinet Committee for final approval and implementation. From FNPO side, we are fully trying to get the Cabinet Committee Minutes issued on 17th September 09, the Thursday evening and ensure the Minutes reaching Department of Posts by 18th September 09, the Friday morning. We are trying to get the implementation orders issued by 18.9.09 evening.

Appointment to meet Secretary (Posts) has been fixed once again on 18.9.09. Shri. C.P. Nayi our President and Shri.T.N.Rahate, Our General Secretary will discuss important issues pertaining to our union.

Shri Ashok Pawar Circle secretary NUPE P-IV. Maharashtra to send a deligation of FNPO to Delhi to meet the chairperson Smt Sonia Gandhi and Shri Manmohan singh, Prime Minister for implementation of GDS pay report recommandations made by Gopinath committee.
This step was in continuation of meeting of earlier deligation of FNPO with Shri Gurudas Kamat communication minister at Tilak Bhavan Mumbai on 08-09-2009,and so Shri Ashok Pawar Circle Secretary arrange to send a FNPO deligation to Delhi,on Monday.The deligation will meet
all the degnitories concerned including Shri A Raja communication minister and will press for implementation of Gopinath committee recommandations in GDS pay report before insuing cabinet meeting.
At Delhi the central cabinet ministers from maharashtra Shri Sushil kumar Shinde and Shri Vilas rao deshmukh assured FNPO deligation to help for securing the desired resutl in favour of GDS staff

Tour Programme of General Secretary, NUPE P- IV on 10th Sep'2009
Compound wall of Jammu Tavi HO will be repaired; oral guidelines will be issued to Staff harassment to staff by issue of charge sheets for minor errors. Grant of outsider’s rate for GDS working as postman or Gr D, study will be done in case of merger of speed centre, RMS and redeployment of postal staff to postal wing.
In case of migrated Kashmiri Pandit, problem of their double HRA and Messing allowance, the matter is referred to the Directorate with positive report.
All the problems discussed in very cordial atmosphere. The CHQ offers sincere thanks to H ‘ble CPMG and his team, including specially Shri. Kushal Visit, DPS J & K, for their co operative attitude in solving the staff problems particularly the RMS duty of 16 hours and weekly off, incentive to Gr 'D’ engaged for work in I/Q in addition to their own duty.

To Stop harassment to senior workers being charge sheeted for small errors, to stop taking work of postman, Group’D’ by GDS Staff with GDS Pay rate, non-drawl of annual increments to handicaped staff speed post centre merged in RMS office and staff of postal side being utilised by keeping shortage at post offices. In group meetings all staff of class III, P-IV and GDS were present and participated in discussion.
The special meeting with CPMG J&K is fixed on 10th Sept’2009 at 11.00 hrs and in the meeting the item of major problem of Kashmiri Pandit migrated from Jammu & Kashmir deviated their facilities such as double HRA Quarter etc will be taken for discussion alongwith above cited problems.

On 05’th September 2009 he visited Sanatnagar post office 190005, tang marg post office and gulmarg post office, and discussed with staff regarding their problems
On 07’th September'2009 he paid visit to Srinagar GPO and Lal Chowk post office and discussed with staff. They narrated their difficulties such as
at the time of ice call due care has not been taken by the department to provide Geyser for hot water so also they pointed the worst condition of quarters, bathrooms, toilets .they complaint that only one uniform is provided within two years .Old rate night halt allowance .after discussion with staff .Shri Rahate had a meeting with senior SP and senior postmaster Srinagar. And discussed in length and got assured that due action will be taken to solve the staff problem, those are under their control,And asked to take rest of the problem at proper level. Particularly in rate of night halt allowance the SSP assured to look into the matter.For revised rate,

A gross negligence and violation of administrative decorum in preparation of cabinet note for implementation of GDS pay Commission.
The Nataraja Murthy Committee submitted its report in the month of October 2008 and Gopinath Committee suggested the modifications in January 2009. Now it is learnt that the cabinet note prepared by the officers of Department of Posts has neglected all the modifications made by Gopinath Committee and only Nataraja Murthy Committee recommendations are taken in to account while preparation of cabinet note.
In fact the Nataraja Murthy Report was negative in some of its recommendations and after the strong protest from union the Gopinath Committee was appointed.
The team of some officers from Department of Posts, which was in Nataraja Murthy GDS Committee got hurt to note that the recommendations made by committee in which their key roll was ordered to be checked by Gopinath Committee. And therefore they have planned to neglect Gopinath Committee Suggestions in preparation and submission of this cabinet Note for approval from cabinet for implementation of GDS pay report and they succeed in it.
FNPO was of the opinion to appose this cabinet note, but taking in to consideration the abnormal delay already caused and GDS staff anxiously waiting for orders. We have decided not to appose now. But being the president of FNPO I Strongly protest this move of Department of Posts and request Postal JCA to take this matter seriously and appeal to all Postal Workers including GDS to prepare for a strong Fight against this lobby of Officers, those are working against the Staff in Dak Bhawan. As far as FNPO is concerned we are of the opinion to file a court case also but after release of orders on GDS pay report.
