Sir/Madam,
This is regarding
utilisation of services of eligible Gramin Dak Sevaks as Postal
Assistant/Sorting Assistants against the vacancies by paying pro-rata wages as
done in the case of Postman/l\{TS employees
2.
The GDS Committee headed by Kamlesh Chandra had analysed in Chapter 6 ( Rural
Business Development and Marketing) and recommended vide para 6.86.25(F/A that,
The Department should utilize the services of eligible GDSs as Postal Assistant
against the vacancies by paying pro-rata wages as done in the case of
Postman/MTS employees.

A Committee headed by Officers of the Department of Posts also examined the
issue and recommended that, this may be examined in detailed.
4.
Presently, services of GDS are being utilised against the vacancies of
Postman/MTS employees and GDS are paid the wages on par with the minimum of
basic pay + DA as admissible.
5.
It is requested to send your views within a fortnight as to whether, services
of eligible Gramin Dak Sevaks may or may not be utilised as Postal
Assistant/Sorting Assistant against the vacancies by paying pro-rata wages as
done in the case of Postman/l\tlTS employees?

OFFICE MEMORANDUM
Sub: Rotational Transfer Policy applicable to CSS officers – Modification thereof – Regarding.
The undersigned is directed to refer to this Department’s O.M. of even number dated 15th July 2015 and subsequent O.Ms dated h October 2016, 1st May 2017 and 30th November 2018 vide which revised Rotational Transfer Policy, applicable to CSS officers, was circulated.
2. The competent authority has now approved the following modifications/ additions in the Rotational Transfer Policy of CSS Officers:
(i) Para-12 (Officers returning from deputation/ long l eave/ long term training etc.) of the existing RTP guidelines is modified and replaced as under:
Posting of Officers of CSS on return from Deputation/ Long Leave/ Long Term Training
An ASO/ SO/ US/ DS/ Director returning from Deputation/ Long leave/ Long Term Training will be posted to any Ministry/ Department based on the Administrative exigencies, with the approval of the Competent Authority. In such cases this posting will be treated as a fresh tenure. In case it is decided that an officer is to be posted back to the same Ministry/ Department he last served, then his tenure will be limited to the balance period of the tenure prescribed for the grade subject to the availability of the vacancy and subject to the condition that at least one year of balance tenure is left.
(ii) A new sub-clause is added to para 14 (Preference for Posting) of the existing RTP guidelines to the effect that:
(f) The transferring out of Officers working in Establishment Office, DoPT will be done only with the concurrence of Establishment Officer (EO). The DoPT Administration will consult the EO and maintain a list of such Officers, ready to be sent to CS Division as and when RTP exercise is taken up.(g) Any Officer who is not clear from vigilance angle and who may/may not be due for transfer under RTP may be transferred out in case a report is received from the concerned Ministry/ Department. Such an Officer will be posted to a non-sensitive post in any Ministry/ Department without seeking his option for posting irrespective of the tenure of his posting in that Ministry/ Department. No preference will be sought from such officer.
The above modification/ amendment in RTP guidelines will be applicable with immediate effect.

Yesterday देतेद 27.01.2030 as General Secretary visited Dak Bhavan New Delhi, Ex. Secretary-General T N Rahate accompanied myself. We met Hon. Secretary (P), Member (P), Member Planning, DDG(P)DDG estate,DDG Establishment, Director SR & legal and ADG( GDS&PCC). We discussed some important issues.

We discussed some important issues.
1)Pending recruitment of Postmen and MTS especially Maharashtra, UP, Haryana,West Bengal, Tamilnadu, Karnataka
Maharashtra circles files moved to Finance. other circles process already started.
2) Cast verification cases finalized as per proper orders case of Maharashtra circle.
So many discussion in this matter higher officers are positive in this matter and report call from MH circle
3) Regarding PA / SA recruitment rules.
we demanded 25 % Quota for Postmen and MTS through Seniority cum Fitness and 25 % For Postmen&MTD through LGO exam as promotional quota.
25% Quota for GDS through Exam and 25% Quota for the open market as Direct recruitment.
4) Regarding Increase Dress allowance ₹ 5000/- to ₹1000/-
we discussed why we demanding increase dress allowances with justification
5) Declare the results of GDS to PA and GDS to postmen exams.
The process already started, wait some days for Postmen result.
6) Recruitment of Sports quota.
we discuss in detail but the higher officer's clearly mentioned orders are clear in this matter and clarification also circulated to all circles total 41 Games for eligible for this sport qouta recruitment, any circle doubt in ruling they wrote to a higher authority.
7) GDS combine duty allowance, Bunching increments after 10, 20.30 year's service, Sunday/holiday payment to GDS who working at postmen MTS vacant posts. posses already started some information wanted from circles.
The meetings were in a cordial atmosphere.
