This is regarding closure of PLI in APS Circle and has reference to APS Directorate letters mentioned above. The SOP recommended for transfer of APS PLI case files, vide above referred letters, to Civil HO CPCs has been examined at PLI Directorate and the undersigned is directed to convey the following:- 

(i) Physical Case files of APS PLI policies should be listed both ways (Policy Number-wise and Army Number-wise) and should? be packed in bundles, with each bundle containing wo number of cases files. Civil CPCs will follow policy numbers for servicing of PLI policies. Only in case of discrepancies, Army Number mentioned in PLI Policies will be referred to. 

(ii) The sorting, listing, bundling, packing etc. of APS PLI policies needs to be done by APS. 

(iii) The RTN (container/truck/van) should mention the exact no. of case files to be transported to Civil HO CPCs. For this purpose, detailed listing of policies (Army Number-wise and Policy Number-wise) is required to be done by APS. 

(iv) On arrival of RTN at the destination Civil HO CPC, the concerned Postal Divisional Supdt. will verify the record of the physical policies with the detailed list prepared by APS Directorate bearing policy number/army number wise-listing. 

(v) CPC wise breakup of case files, of pay policies to be transferred to respective Circles, as conveyed by APS Dire&orate is enclosed (Annexure-I) for the information of all the Circles and for necessary coordination with APS Directorate. 

(vi) As regards cash policies of APS and setting up of APS PLI Cell under the jurisdiction of Delhi Postal Circle, 0.M no.29-o2/APS/2017-LI dated 26.06.2020 has already been issued (Copy enclosed, Annexure-II). Delhi Circle and APS Directorate should work out further arrangement to implement the orders accordingly. 

(vii) Tentative plan/time-line of transfer of record, CPC wise should also he prepared by APS and shared with all the concerned to avoid confusion/mis-management at any end. 

(viii) APS Directorate may utilize the services of the manpower repatriated to Delhi Circle for the purpose of listing, sorting, bundling etc. Additional funds, if required for the purpose, may be requisitioned by APS Directorate. 

2. Till such time the APS PLI work and case files are transferred to Civil CPCs, PLI Schedule updation and operations shall continue to be done by APS. In no case, the schedule updation and policy servicing related work should be allowed to remain unattended, as that will lead to large number of complaints/grievances. No such action may be taken that harms and adversely affects the interest of Armed Forces Personnel. APS Directorate and Circles concerned are requested to plan for smooth transition of work, without affecting services to APS policy holders, in any way.

The appropriate authority has the absolute right to retire, if it is necessary to do so in public interest, any Government employee as per provisions of Rules as under:-
FR 56 (J)
PENSION RULE 48 OF CCS (PENSION) RULES, 1972

Group ‘A & B’ officers:

iii.Entered service before 35 years of age
iv.Attained 50 years of age
Other cases:
Attained 55 years of age
56 (e) a Govt. Servant in Group ‘C’ of post who is not governed by any Pension Rules, can also be retired after he has completed 30 years service.
All Government servants covered by CCS (Pension) Rules, 1972 who have completed 30 years of qualifying service.

The cases of Government servant covered by FR 56(j) or Rule 48 of CCS (Pension) Rules, 1972 should be reviewed six months before he attains the age of 50/55 years or completes 30 years service, whichever occurs earlier in cases covered by FR 56(j) and 30 years of qualifying service under Rule 48 of CCS(Pension) Rules, 1972.

A register of employees who are due to attain the age of 50/55 years or complete 30 years of service to be maintained. The register should be scrutinized at the beginning of every quarter by a senior officer in the Ministry / Department and the review undertaken according to the above schedule.

Note : Compulsory Retirement as a penalty under CCS (CCA) Rules,1965 is distinct from the above provisions.

All India Service: A Member of All India Services can be compulsorily retired in terms of Rule 16(3) of AIS (DCRG) Rules, 1958. On completion of fifteen years or twenty five years of qualifying service or attains the age of fifty years on any date thereafter. Detailed procedure is indicated in the annexed copy of DoPT letter No.25013/02/2005-AIS.II dated 28.6.2012

MHA issues Unlock 3 Guidelines, opens up more activities outside Containment Zones

Strict enforcement of lockdown in Containment Zones till 31t August 2020

New MHA guidelines
Ministry of Home Affairs (MHA) issued new guidelines today, for opening up of more activities in areas outside the Containment Zones. In Unlock 3, which will come into effect from August 1, 2020, the process of phased re-opening of activities has been extended further. The new guidelines, issued today, are based on feedback received from States and UTs, and extensive consultations held with related Central Ministries and Departments.
Salient features of the new guidelines
  • Restrictions on movement of individuals during night (Night curfew) have been removed
  • Yoga institutes and gymnasiums will be allowed to open from August 5, 2020. In this regard, Standard Operating Procedure (SOP) will be issued by the Ministry of Health & Family Welfare (MOHFW) for ensuring social distancing and to contain the spread of COVID-19.
  • Independence Day functions will be allowed with social distancing and by following other health protocols, e.g., wearing of masks etc. In this regard instructions issued by MHA on 21.07.2020 shall be followed.
  • After extensive consultation with States and UTs, it has been decided that schools, colleges and coaching institutions will remain closed till August 31,2020.
  • Intemational air travel of passengers has been pemnitted in a hmited manner under the Vande Bharat mission. Further opening up will take place in a calibrated manner.
  • All activities, except the following, shall be permitted outside containment zones:
  • (i) Metro Rail.
  • (ii) Cinema halls, swimming pools, entertainment parks, theaters, bars, auditoriums, assembly halls and similar places.
  • (iii) Social’ political’ sports’ entertainment’ academic’ cultural’ religious functions and other large congregations.
Dates for opening of these will be decided separately, based on the assessment of the situation.
  • Lockdown shall continue to be implemented strictly in the Containment Zones till 31 August, 2020. Containment Zones are required to be carefully demarcated by the State’ UT Governments with a view to contain the spread of COVID-19, after taking into consideration the guidelines issued by MOHFW. Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.
  • These Containment Zones will be notified on the websites of the respective District Collectors and by the States’ UTs and information will also be shared with MOHFW.
  • Activities in the Containment Zones shall be monitored strictly by State and UT authorities, and the guidelines relating to containment measure in these zones shall be strictly implemented.
  • MOHFW will monitor the proper delineation of Containment Zones and implementation of the containment measures.
States to decide on activities outside Containment Zones
States and UTs, based on their assessment of the situation, may prohibit certain activities outside the Containment zones, or impose such restrictions as deemed necessary. However, there shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission’ approval’ e-penmit will be required for such movements.
National Directives for COVID-19 management
National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing. Shops will need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives.
Protection for vulnerable persons
Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.
Use of Aarogya Setu
The use of Aarogya Setu mobile application will continue to be encouraged.
D, WHAT’S NOT

Clarification regarding financial assistance to GDS Employees infected with Covid-19.

Subject : Clarification regarding financial assistance to GDS Employees infected with Covid-19. 
Kerala Circle raised following query with reference to Directorate's letter No. 20-08/2020-WL&Sp dated 21.07.2020 on the above mentioned subject and sought clarification on the following : 

i. Whether an amount of Rs. 20000/- can be given to all CiDSs affected by Covid-19 as afinancial assistance or we have to sanction according to the bill amount with Rs.20000/- as the ceiling. 

ii. In Kerala, Govt. Hospitals are providing treatment for Covid-19 at minimal cost/free of cost.In that scenario, how to give financial assistance to those GDSs affected by the pandemic? 

2. With reference to above queries, following is stated : 

i & ii. As per letter No. 20-08/2020-W&S dated 21.07.2020, if GDS Employee infected with Covid 19, the Heads of Circle are delegated with the power to sanction an amount of Its. 20,000/- or as per actual bill submitted by concerned GDS Employee, whichever is less. If no expenditure incurred in treatment of Covid 19, then no financial assistance may be granted.

3. The above instructions will come into effect from the date of issue of this G.M.

It is announced for general information that during the year 2020-2021, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1st July, 2020 to 30th September, 2020. This rate will be in force w.e.f. 1st July, 2020. The funds concerned are:

1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.
