In a review meeting held today, Minister of Communications
& Development of North Eastern Region, Shri Jyotiraditya M Scindia,
discussed the 100-day action plan of Department of Posts. Under his dynamic
leadership and guidance, the Department of Posts aims at transforming service
delivery and enhancing efficiency through key initiatives to benefit the nation
and its citizens.
Dak Chaupal: Bringing services to rural doorsteps
In a landmark initiative, the Department of Posts will be
organizing 5,000 Dak Chaupals across the country in the 100 days. This
initiative aims to bring essential government and citizen-centric services
directly to rural areas, improving accessibility and convenience. Dak Chaupals
will serve as vital links between rural residents and government functions,
reducing barriers such as distance and accessibility.
Dak Ghar Niryat Kendra (DNK): Boosting rural exports
Dak Ghar Niryat Kendra Scheme is set to bolster rural exports
by supporting small-scale exporters. This initiative provides essential
services including documentation assistance, market information, bar-coded
label printing, and paperless customs clearance. Aligned with the 'One
District—One Product’ initiative, this scheme will promote local products,
contributing to economic growth and rural development. The Department aims to
onboard 3000 new exporters onto the Dak Ghar Niryat Kendra Portal in 100 days.
Standardized Geo-Coded Addressing System: Revolutionizing
service delivery
The Department of Posts is advancing an initiative to
establish a standardized, geo-coded addressing system in India, ensuring
simplified addressing solutions for citizen-centric delivery of public and
private services. This grid-based system will serve as a robust pillar of
Geospatial Governance, leading to enhancements in public service delivery,
faster emergency response, and a significant boost to logistics efficiency.
As part of the 100-day action plan, the Department has
initiated Proof of Concept (PoC) trials across India, covering 10 villages and
a city. An MoU has been signed on July 5, 2024, with the National Institute of
Urban Affairs (an autonomous body under the Ministry of Housing and Urban
Affairs, Government of India) to establish a knowledge support partnership.
Another MoU is in progress with the National Remote Sensing Centre (NRSC) of
the Indian Space Research Organization (ISRO) to establish a technical support
partnership.
Empowering citizens through strategic initiatives
Through initiatives like Dak Chaupals, the DNK Scheme, and
the standardized geo-coded addressing system, the Department of Posts aims to
significantly improve the quality of life for citizens while fostering
inclusive growth and development across the country. These efforts underscore
the Department's proactive approach and dedication to meeting the evolving
needs of a diverse and rapidly advancing society.
Under the guidance of Shri Jyotiraditya M Scindia, the
Department of Posts is set to achieve remarkable milestones in the first 100
days. By enhancing accessibility and efficiency, the Department of Posts is

Subject: Procedure for Submission of Medical Reimbursement Claims (MRCs) by Pensioners (P) Beneficiaries in CGHS
1.The procedure to be followed by CGHS for submission of MRC by pensioner CGHS beneficiaries shall be as follows:
- Submission of MRC: The beneficiary will submit the MRC in the prescribed format (Form MRC (P), Annexure A) with all relevant supporting vouchers/documents in original, to the CMO-I/C of the relevant CGHS Wellness Centre. The CGHS Wellness Centre shall verify and ensure, before accepting the claim papers, that all relevant documents are enclosed as per the prescribed checklist (Annexure B) and issue a dated acknowledgement to the claimant in token of receipt of the MRC by CGHS. MRC Claim ID shall be generated by the Wellness Centre which shall be made available through SMS.
- Forwarding MRC Papers: The CGHS Wellness Centre shall forward the MRC papers online after scrutiny to the concerned Office of Additional Director (AD) CGHS for further processing for reimbursement of claims. The physical papers shall be sent to the office of the AD within one/two days of receipt of the claim papers.
- Handling Deficiencies: If there are any deficiencies/gaps found in MRC documents/papers, the CMO l/c shall retain the papers and communicate the list of deficiencies/observations to the beneficiary through SMS. If the deficiency is found at the level of O/o AD, they shall retain the papers and communicate the list of deficiencies/observations to the CMO-I/C to remove the shortcomings through email.
- Informing the Beneficiary of deficiency in the claim: The CMO-I/C shall contact the beneficiary concerned and inform them about the shortcomings in the MRC papers and request them to submit the requisite information/documents. The CMO I/C shall not return the MRC in original unless it is rejected in total.
- Processing the MRCS: The MRCS shall be scrutinized and processed by the Office of AD as per the extant policy and instructions for issued from time to time about the CGHS rates and admissibility of claims of under CGHS. f. Informing the Beneficiary of approved claim amount: When a bill is sent to the PAO, the details pertaining to the claimant will be entered through computer and the claimant shall be informed of the same along with the amount admissible and details of disallowances indicating the specific reasons/grounds for deductions.
- Payment Processing: The amount found admissible as per the CGHS guidelines shall be passed for payment and forwarded online to the PAO for making payment. The original documents should also be forwarded simultaneously to the PAO for making payment of the admissible amount to the claimant.
2.Tracking of Status of MRC: The Status of MRC can be viewed online based on the Claim ID generated at the time of submission via the CGHS Web portal (www.cghs.nic.in) or through my CGHS Mobile app (available on Android and iOS devices). The Standard Operating Procedure is enclosed (Annexure 3).

On 3rd July 2024, myself along with Mr. Jagdish Sharma, Treasurer, and Mr. R.K. Shah, Circle Secretary, Delhi, Shri M K Sharma GS NURMS MG MTS
met with Hon'ble Shri Sanjay Sharan Sir and welcomed him with a bouquet upon his assuming the charge of Director General of Postal Services. We expressed our concern regarding the delay in declaration of the results of Postman and MTS promotion exams. It was also pointed out that in these promotion examinations, candidates are eligible for both Postman and MTS posts, so the announced vacancies remain unfilled. Therefore, it is crucial that the results be released within due course of time. Additionally, we requested that the Postman and MTS exams be conducted separately, as done previously.
We also proposed that new postmen undergo a 7-day practical training at their place of joining and that errors in RULE 38 transfer cases be corrected. We urged the declaration of results of the Compassionate Recruitment Cases for 2022, particularly in the Maharashtra Circle, at the earliest. Furthermore, we requested the reinstatement of a 50% quota for the Postman and MTS cadre in PA/SA recruitment, as previously implemented.
In our meeting with Member Tech, we discussed the issue of the IPPB server failure.
We also met with ADG GDS to request the timely implementation of the 12/24/36 orders through a separate directive.
