 On 3rd July 2024, myself along with Mr. Jagdish Sharma, Treasurer, and Mr. R.K. Shah, Circle Secretary, Delhi, Shri M K Sharma GS NURMS MG MTS 

met with Hon'ble Shri Sanjay Sharan Sir and welcomed him with a bouquet upon his assuming the charge of Director General of Postal Services. We expressed our concern regarding the delay in declaration of the results of Postman and MTS promotion exams. It was also pointed out that in these promotion examinations, candidates are eligible for both Postman and MTS posts, so the announced vacancies remain unfilled. Therefore, it is crucial that the results be released within due course of time. Additionally, we requested that the Postman and MTS exams be conducted separately, as done previously.

We also proposed that new postmen undergo a 7-day practical training at their place of joining and that errors in RULE 38 transfer cases be corrected. We urged the declaration of results of the Compassionate Recruitment Cases for 2022, particularly in the Maharashtra Circle, at the earliest. Furthermore, we requested the reinstatement of a 50% quota for the Postman and MTS cadre in PA/SA recruitment, as previously implemented.

In our meeting with Member Tech, we discussed the issue of the IPPB server failure.

We also met with ADG GDS to request the timely implementation of the 12/24/36 orders through a separate directive.

 Union Minister Dr. Jitendra Singh launched the special campaign for redressal of the Family Pension Grievances by the Department of Pension and Pensioners welfare (DOPPW) as part of the 100 days action plan of Ministry of Personnel, Public Grievances and Pensions here today.

 Describing the Pensioners as equal stakeholders in the task of nation building, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space and MoS Personnel, Public Grievances and Pensions, Dr. Jitendra Singh said that providing them ease for pension disbursal is no charity and senior citizens will play a vital role and contribute positively. Their expertise and experience will add value as they are at the peak of their career with accumulated knowledge and wisdom which can be utilized for development of Nation, hence it our duty to honor their services, he added.

 Dr. Jitendra Singh recalled that in the last 10 years PM Narendra Modi has been extremely sensitive and supportive to the initiatives and decisions taken by the department.

 The Minister shared that there is a sizable number of citizens above 60 years which cannot be neglected and Pension creates a socio-economic impact, thus empowering them to live with dignity.

 Dr. Jitendra Singh highlighted the efforts taken by his department said, earlier the divorced daughters were kept away from family pension till they obtained a legal divorce, we have amended this rule. For missing employees, the family had to wait for 7 years which stands amended. Several such bottlenecks have been removed, he said.

 The month-long Special Campaign for timely redressal of Family Pension cases, pending on the CPENGRAMS portal will span over 1st July to, 31st July,2024. 1891 family pension related grievances of 46 Departments/ Ministries shortlisted for the Campaign. Underling the impact of this campaign he shared that 25 percent of 90,000 grievances/ annum registered on CPENGRAMS portal are family pensioners' grievances. Dr. Singh also mentioned the human angle in grievance redressal and said “We have a human desk to gather feedback after disposal of grievance.”

 Dr. Jitendra Singh emphasized that Delivering Government Services at Doorstep – by DoPPW in collaboration with India Post and Payments Bank for Digital Life Certificate campaign is our priority. The Minister informed that in the coming days Bhavishya portal will be integrated with e-HRMS (including amendment in relevant rules).

 Highlighting the benefit to women family pensioners, Dr. Jitendra Singh said, “It is a positive step towards women empowerment as childless widow, unmarried, divorced daughters to get a huge relief in grievance redressal of family pensions.

 Many beneficiaries also shared the experiences and thanked the minister and the government for the proactive approach. The minister also heard suggestions from pensioners and assured them to include them at the earliest.

 केन्द्रीय मंत्री डॉ. जितेन्द्र सिंह ने आज यहां कार्मिक, लोक शिकायत और पेंशन मंत्रालय की 100 दिवसीय कार्य योजना के हिस्से के रूप में पेंशन और पेंशनभोगी कल्याण विभाग (डीओपीपीडब्ल्यू) द्वारा पारिवारिक पेंशन शिकायतों के निवारण के लिए विशेष अभियान का शुभारंभ किया।

 केन्द्रीय विज्ञान एवं प्रौद्योगिकी, पृथ्वी विज्ञान, प्रधानमंत्री कार्यालय, परमाणु ऊर्जा और अंतरिक्ष विभाग तथा कार्मिक, लोक शिकायत एवं पेंशन राज्य मंत्री (स्वतंत्र प्रभार) डॉ. जितेन्द्र सिंह ने पेंशनभोगियों को राष्ट्र निर्माण के कार्य में समान हितधारक बताते हुए कहा कि पेंशन वितरण में उन्हें सहूलियत देना कोई कृपा करना नहीं है और वरिष्ठ नागरिक इसमें महत्वपूर्ण भूमिका निभाएंगे तथा सकारात्मक योगदान देंगे। उन्होंने कहा कि उनकी विशेषज्ञता और अनुभव मूल्यवर्धन करेंगे क्योंकि वे अपने करियर के शिखर पर हैं और उनके पास संचित ज्ञान और बुद्धि है जिसका उपयोग राष्ट्र के विकास के लिए किया जा सकता है, इसलिए उनकी सेवाओं का सम्मान करना हमारा कर्तव्य है।

 डॉ. जितेन्द्र सिंह ने याद दिलाया कि पिछले 10 वर्षों में प्रधानमंत्री नरेन्द्र मोदी विभाग द्वारा की गई पहलों और निर्णयों के प्रति अत्यंत संवेदनशील और मददगार रहे हैं।

 मंत्री ने बताया कि 60 वर्ष से अधिक आयु के नागरिकों की एक बड़ी संख्या है, जिन्हें नजरअंदाज नहीं किया जा सकता है और पेंशन सामाजिक-आर्थिक प्रभाव पैदा करती है, जिससे उन्हें सम्मान के साथ जीने का अधिकार मिलता है।

 डॉ. जितेन्द्र सिंह ने अपने विभाग द्वारा किए गए प्रयासों पर प्रकाश डालते हुए कहा कि पहले तलाकशुदा बेटियों को तब तक पारिवारिक पेंशन से दूर रखा जाता था जब तक कि वे कानूनी तलाक नहीं ले लेतीं। हमने इस नियम में संशोधन किया है। लापता कर्मचारियों के लिए परिवार को 7 साल तक इंतजार करना पड़ता था, जिसे संशोधित किया गया है। उन्होंने कहा कि ऐसी कई अड़चनें दूर की गई हैं।

 सीपीईएनग्राम्स पोर्टल पर लंबित पारिवारिक पेंशन मामलों के समय पर निवारण के लिए महीने भर चलने वाला विशेष अभियान 1 जुलाई से 31 जुलाई, 2024 तक चलेगा। अभियान के लिए 46 विभागों/मंत्रालयों की 1891 पारिवारिक पेंशन संबंधी शिकायतों को चुना गया। इस अभियान के प्रभाव पर जोर देते हुए उन्होंने बताया कि सीपीईएनग्राम्स पोर्टल पर प्रतिवर्ष दर्ज 90,000 शिकायतों में से 25 प्रतिशत पारिवारिक पेंशनभोगियों की शिकायतें हैं। डॉ. सिंह ने शिकायत निवारण में मानवीय पहलू का भी उल्लेख किया और कहा, "शिकायत के निपटान के बाद फीडबैक एकत्र करने के लिए हमारे पास एक मानव डेस्क है।"

 डॉ. जितेन्द्र सिंह ने इस बात पर जोर दिया कि डिजिटल जीवन प्रमाण पत्र अभियान के लिए इंडिया पोस्ट और पेमेंट्स बैंक के सहयोग से डीओपीपीडब्ल्यू द्वारा घर-घर सरकारी सेवाएं पहुंचाना हमारी प्राथमिकता है। मंत्री ने बताया कि आने वाले दिनों में भविष्य पोर्टल को -एचआरएमएस (उपयुक्त नियमों में संशोधन सहित) के साथ जोड़ दिया जाएगा।

 महिला पारिवारिक पेंशनभोगियों को मिलने वाले लाभ पर प्रकाश डालते हुए डॉ. जितेन्द्र सिंह ने कहा, “यह महिला सशक्तिकरण की दिशा में एक सकारात्मक कदम है, क्योंकि निःसंतान विधवा, अविवाहित, तलाकशुदा बेटियों को पारिवारिक पेंशन की शिकायत निवारण में बड़ी राहत मिलेगी।

 कई लाभार्थियों ने भी अपने अनुभव साझा किए और सक्रिय दृष्टिकोण के लिए मंत्री और सरकार को धन्यवाद दिया। मंत्री ने पेंशनभोगियों के सुझाव भी सुने और उन्हें जल्द से जल्द शामिल करने का आश्वासन दिया।

 विशेष अभियान की शुरूआत के लिए आयोजित कार्यक्रम में डीओपीपीडब्ल्यू और डीएआरपीजी सचिव श्री वी श्रीनिवास; भूतपूर्व सैनिक कल्याण सचिव डॉ. नितिन चंद्रा; सीजीए एस.एस. दुबे; डीजी बीएसएफ डॉ. नितिन अग्रवाल, संयुक्त सचिव (पेंशन) श्री ध्रुबज्योति सेनगुप्ता और एसबीआई के उप प्रबंध निदेशक, मुख्य परिचालन अधिकारी श्री प्रवीण राघवेंद्र मौजूद थे। एमजी/एआरएम/केपी/डीए (Release ID: 2030098)
