Minutes of the Periodical Meeting held on 29/11/2012 at 2.00 P.M. under the chairpersonship of Secretary (Posts) with Federation of National Postal Organization (FNPO) affiliated Unions

            The periodical meeting with FNPO affiliated unions was held on 29/11/2012 in the Committee Room, Dak Bhavan, New Delhi under the chairpersonship of Secretary (Posts).  The following were present:-

Secretary (Posts) welcomed the Members followed by General Secretary (FNPO) thanking the Department for convening this meeting.  Thereafter, discussions commenced on agenda items and after deliberations, following decisions were taken:-

1. It was informed that the matter has been again taken up with DOPT.

2. Request for implementation of R.S. Natrajamurthy Committee recommendation.

2.  It was explained that this recommendation of the committee was examined on file but not agreed to.  However, the membership of all the GDS unions (recognized or un-recognized) is being ascertained from the Circles.  Based on the information decision about re-verification will be taken.

National Association of Postal Employees Gr.’C’.
1. Discrimination in the Union’s name and acceptance of amendment to the constitution of NUPE. 
1. This was done as per CCS (RSA) Rules, 1993. All service unions are required to abide with these Rules.

2.(a) Grant of PB-2 to those officials who got 4200 grade pay on getting MACP II.

2.(a) The clarification has been reiterated to all concerned vide letter No.17-21/2009-PCC dated 26/07/2012.

2.(b) Removal of ceiling on NREGS incentive.

2.(b) A committee of five members chaired by DDG(FS) was constituted to look into incentive structure for postal employees involved in NREGS work.  Report of the committee is under consideration.

2.(c) Issue of shortage of staff and pressure of work on Postmasters/staff.

2.(c)  It was explained that the shortage of staff in Gr.’C’ will be reduced as recruitment process is underway as per RRs

2.(d) Cheque Power Disciplinary power and Recruitment power to Postmaster Gr. I officials – with channel of powers.

2.(d) It was explained that no blanket power is given for issuing cheques by LSG Postmasters.  Only identified POs have this power, if there is justification. No instructions have been issued on this matter after Postmaster Gr. I posts were created.

3. Officiating pay to the officials of feeder cadre officiating in HSG-II and HSG-I.
3. It was informed that DOPT has been addressed to allow the Deptt. to fill up the posts of HSG I on regular basis.

National Union of RMS & MMS Employees Gr.’C’
1. Uniform Tenure policy for RMS staff.


1. It was explained that a uniform tenure policy for all cadres is already in place.  Prescribing  uniform tenure policy for RMS staff is not necessary.

2. Non-providing of proper accommo-dation for RMS section in the train
2. It was decided that Heads of Circles will be addressed to attend the meeting with Railway authorities to ensure providing proper accom-modation in the trains.

3. Grant of awards and honorarium to the MMS Drivers who have not committed accident.
3. It was informed that Department is already granting Meghdoot awards on National level and Dak Sevak awards on Circle levels.  Separate   award for MMS Drivers was not agreed to.

National Union of Postal Employees Postmen & Group D/MTS Group ‘C’.
1. Modification in Department’s order No.31-38/79-PE-I dated 22/05/1979 – The foot walk of the Postman from door to door should be taken in computing the relevant time factor or for accountable articles in multi-story building is provided with 1.80 time factor per article, likewise time factor should also be provided for unaccountable article.

1. It was decided to constitute a committee comprising   following members to examine the matter:-
(i) Shri Sekher Sinha, CGM (MB) – Chairman
(ii) Shri Alok Saxena DDG(Estt)
(iii) Shri D. Thiagarajan
(iv) Sh. M.  Krishnan,

(v) Shri T.N. Rahate
 (vi) Shri I.S. Dabas,

2. In the metro cities and other Y-Z categories the revision statistics should invariable be carried out in the presence of Union representatives.

2. This proposal was discussed and decided that demand of the Union cannot be agreed to as it is not administratively feasible.

3. The relevant staff eligible for Uniforms and kit items.
3. It was decided that depending upon the availability of funds and exhaustion of the earlier uniform material, uniforms will be provided as per rules.

National Union of RMS & MMS Employees Mail Guard & Class IV
1. Throughout India recovery from the pay of Gr.’D’.

1. The issue is currently under consideration in consultation with DOPT

2. (a) Order to absorb Casual labours after 1993.

2.(a) It was explained that the absorption of casual labourers is not permissible as per rules.

2.(b)Filling up of left over vacancies in Group ‘D’ cadre from among CL/TS

2.(b)It was informed that instructions for filling up MTS vacancies as per RRs have been issued.

3.Uniform and other associated kits to MTS staff.
3. It was decided that depending upon the availability of funds and exhaustion of the earlier uniform material, uniforms will be provided as per rules.

1. Filling up of vacant posts of MTS and Canteen employees in Circle & Regional Offices.
1. It was informed that instructions for filling up MTS vacancies as per RRs have been issued.

2. Streamlining of PLI.

2. It was explained that necessary steps have already been taken to streamline the PLI work.

3. Poor maintenance of Staff quarters in P&T Colonies.
3. It was decided that instructions will be issued to all CPMGs to have discussions with their counterparts and resolve the issue.
