Next 7th Pay Commission Meeting at Jodhpur from 12th to 15th December
7th Central Pay Commission is proposed to visit Jodhpur to meet the CG Employees Associations and Trade Union delegates from 12th to 15th December, 2014.
The Commission, headed by its Chairman, Justice Shri A. K. Mathur,
proposes to visit Jodhpur from 12th to 15th December, 2014. The
Commission would like to invite various
entities/associations/federations representing any/all categories of
employees covered by the terms of reference of the Commission to present
their views.
Your request for a meeting with the Commission may be sent through
e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in.
The memorandum already submitted by the requesting entity may also be
sent as an attachment with this e-mail.

Relaxation to travel by private airlines to visit J&K – Dopt orders on 28.11.2014
Entitled and not entitled officers to travel by air may also
travel by private airlines subject to the conditions laid in the
previous orders.
(i) Officers entitled to travel by air may also travel by private airlines from their headquarters;
(ii) Officers not entitled to travel by air may be permitted to travel by private airlines between Delhi /Amritsar and any place in J&K.

OFFICE MEMORANDUM
Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit J&K.
The undersigned is directed to refer to this Ministry’s O.M.
No.31011/3/2014- Estt.(A-1V) dated 26th September, 2014. It has been
decided that the Government servants while availing Leave Travel
Concession (LTC) to Jammu and Kashmir (J&K) under the special
dispensation scheme allowed by the aforesaid O.M. may also travel
by private airlines subject to the following conditions:-
(i) Officers entitled to travel by air may also travel by private airlines from their headquarters;
(ii) Officers not entitled to travel by air may be permitted to
travel by private airlines between Delhi /Amritsar and any place in
J&K.
2. Air travel by private airlines is to be performed in Economy Class only an at LTC- 80 fare of Air India or less.
3. Air Tickets to be purchased directly from the airlines (Booking
counters, website of airlines) or by utilizing the service of Authorized
Travel Agents viz. ‘M/s Balmer Lawrie & Company’, ‘M/s Ashok
Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is
authorized as per DoPT’s O.M. No. 31011/6/2002-Estt.(A) dated
02.12.2009) while undertaking LTC journey. Booking of tickets through
other agencies is not permitted.
4. All other conditions prescribed in this Ministry’s O.M. No. 31011/3/2014-Estt.(AIV) dated 26.09.2014 would continue to apply.
5. The order will remain in force for a period of one year from the date of issue of this order.

1.67 The
representation of SC & ST officers in the higher echelon of bureaucracy
has been indicated in the table below. As far as OBC officers are concerned,
the reservation for officers belonging to OBC started w.e.f 1994. The
officers who qualified under OBC reservation system are yet to gain the
requisite seniority for appointment as Additional Secretary, Special
Secretary and Secretary. The appointment of officers depends on their
empanelment to hold the post at the relevant level and willingness to come on
Central deputation.
The
number of Secretary, Special Secretary, Additional Secretary and Joint
Secretary in various Ministries/Departments under the Central Staffing
Scheme, as per available records, are as under:

The posts
of Secretary of Scientific Departments, Ministry of External Affairs,
Department of Legal Affairs and Legislative Department under the Central
Government are not under the Central Staffing Scheme.
To fill
up the post of Secretary, Additional Secretary and Joint Secretary in
Ministries/ Departments of Government of India under the Central Staffing
Scheme (CSS), the officers of various services participating under the CSS are
considered for empanelment to hold these posts. These posts are not cadre posts
of any service. Out of the empanelled officers, those who give their option for
deputation are considered for appointment under the CSS. There is no provision
for reservation of SCs/STs in the posts under the CSS. However, at the time of
empanelment every effort is made to empanel officers belonging to SC/ST
categories, if necessary, by adopting liberal benchmark as compared to officers
of General category.
Since
these post under CSS are not cadre posts of any service, the question of
promotion to the rank of Additional Secretary/Joint Secretary under the CSS
does not arise. The promotion to such officers are given in the Cadre.
This was
stated by Minister of State for Personnel, Public Grievances and Pensions Dr.
Jitendra Singh in a written reply to Shri Hukumdev Narayan Yadav and Shri
Ramsinh Rathwa in the Lok Sabha today

Commencement of Booking of New Holiday Home at Madurai with effect from 1.12.2014
One more new and fresh Holiday Home has been commenced at Madurai for Central Government Employees and Officers. As per the notification issued by the Directorate of Estates, arrangements started for advance booking for 20 suites in the heart of the Temple City Madurai.
Madurai is the third largest city in Tamil Nadu. It is the second largest city and urban agglomeration in the Indian state of Tamil Nadu, after Chennai and the sixteenth largest urban agglomeration of India.
