FNPO delegation met Chairman and Member (P)- out come of the meeting

FNPO delegation, consisting B. Shivakumar, Secretary General, FNPO, Sivaji Vasireddy, General Secretary, NAPE, Group "C", Nisar Muzawar, General Secretary, NUPE Postman & MTS, N.K Tyagi, President FNPO & General Secretary, NUR- III, Prerit Kumar, Organizing Secretary, NAPE, Group "C" CHQ met Member (P) Dr. Vinay Prakash Singh on 24-02-22 and discussed staff related matters and felicitated on his promotion to Member, Postal Service Board. On 25-02-22 same delegation met honorable Chairman Postal service Board and Secretary, Department of Posts and discussed following issues: -
1. Non holding of periodicals meetings in many of the  circles like Bihar, W.B, U.P, Rajasthan and in other circles at all levels and also demanded to monitor the issue at directorate level.

2. Regarding GDS substitute arrangements the workload should not increase above five hours as per the GDS conduct rules and wherever it happens instead of combination of duties the substitutes should be allowed. The old orders in this regards may please be retained.

3. Waitage for senior GDS based on service 12/24/36 years notation increments file pleased be cleared early.

3. Rule 38 transfer facilities on monthly basis may also be extended to Postman/MTS cadre.

4. Frequent failures of finacle and McCamish problems should be resolved immediately.

5. Cadre restructuring  should be implemented in RMS.

6. One time relaxation for promotion to HSG-II/HSG-I cadre may please be taken up with DOPT.

7. Requested to allot adequate medical/T.A fund to the circles.

The Secretary & Member (P) responded to all the above issues positively and expecting suitable orders soon. Inspite of his hectic schedules in connection with parliamentary standing committee meeting and other important engagements, the Secretary posts has given sufficient time to the delegation with positive responses to the demands, for which we are thankful to the honorable Secretary Posts.

After a long gap PJCA meeting of NFPE/FNPO was held at T-24 FNPO office today under Chairmanship of Sri N.K Tyagi, President FNPO. Majority of the general secretaries and other CHQ office bearers of NFPE & FNPO participated in the meeting.. The PJCA unanimously decided to go on strike proposed by all central trade union centers against the privatization policy (central government departments/PSU). Addendum to the Notice of Civil Services Examination- 2022

With reference to the Notice no. 05/2022, published on the Union Public Service Commission’s website on 02.02.2022 inviting applications from the aspirants of the Civil Services Examination- 2022, it is informed that the Government has decided to recruit 150 personnel in the Indian Railway Management Service (IRMS), Group ‘A’ through the Civil Services Examination- 2022. Accordingly, the Government (Department of Personnel & Training) has issued the Notification No. 13018/04/2021-AIS(I) dated 17th Feb, 2022 effecting inclusion of the IRMS, Group ‘A’ in the list of Services for recruitment through the Civil Services Examination-2022. Consequently, it has been decided by the Commission to add the IRMS, Group ‘A’ to the list of Services indicated in its Notice under reference. The tentative number of vacancies i.e. 861 as indicated in the Examination Notice dated 02.02.2022 now stands modified to 1011. Out of the 150 vacancies in IRMS, 06 vacancies have been reserved for the Persons with Benchmark Disability (PwBD). The sub-category of disability, Functional Classification (FC) and Physical Requirements (PR) for the IRMS are as follows:

Half Margin Verification Memo format for Verification Memos for Withdrawal of Rs.10,000/- and above at Branch Post Offices

Note: The verification memo should be returned to the HO/SO within 10 days in case where the place of residence of the depositor lies in the jurisdictions of PRI and within 30 days in all other cases.
As per POSB (CBS) Manual Revised upto 31.12.2021, AO shall prepare a half margin memo for  any cash withdrawal of Rs.10000/- and above in the Savings Account Standing at Branch Post Office.

64. Verification of withdrawals of Rs. 10,000/- and above in savings accounts at branch offices

(1). As and when any cash withdrawal of Rs.10,000/- and above in savings account standing at Branch Post Office happens, Account Office shall prepare a half margin verification memo by referring to report available in Finacle MIS server and enter in a register to be maintained by the concerned SPM/APM. Each memo will be assigned a serial number starting from 1 on the 1st April of each year. The register should be maintained in manuscript in the form given below. The number of the half margin memo will be taken from this register.

(2). The verification memo should be dispatched on the same day to the concerned Sub Divisional Inspector of Post Offices/ASP or Public Relations Inspector who will verify the withdrawal by contacting the depositor as quickly as possible and send reply to the SPM/APM concerned after filling up and signing the reply half of the verification memorandum. The verification memos should be returned to SO/Head Office within 10 days in case where the place of residence of the depositor lies in the jurisdiction of a Public Relations Inspector and within 30 days in all other cases. The services of Mail Overseers may also be utilized by Sub Divisional Inspectors/ASPs for the purpose.

(3). On receipt back of the verification memo with the reply, the SPM/APM will make necessary entries in the columns 8 and 9 of the register maintained at the Head Office/Sub Office and initials in column 10. The verification memos as well as the reply shall be kept in the Head Post Office/sub office in a separate guard file in serial order for each year. The guard file will be preserved for Two year from the date of completion of verification.

(4). The Postmaster will scrutinize the register on the 16th and the last day of the month and issue reminders in respect of cases for which reply is not received within 15 days from Public Relations Inspector and 35 days from the Sub Divisional Inspector from the date of issue of the verification memo. The particulars of issue of reminders will be noted by the Postmaster in the prescribed column of the register. If no reply is received from the Sub Divisional Inspector of Post Offices/Public Relations Inspector within 15 days from the date of issue of the reminder, the Postmaster will report the case to the Superintendent of Post Offices for necessary action.

(5). If the result of verification is unsatisfactory, the SPM/APM will report the case to the Divisional Superintendent for further action.

(6). A report will be furnished by the all Postmasters and Sub Postmasters to the Divisional Superintendent by the 5th of the month following every quarter in January, April, July and October to the effect that action for verification of withdrawals of Rs.10,000 and above in savings accounts at Branch Offices through verification memos has been duly completed in time. The Divisional Superintendent will in turn furnish a quarterly report to the Circle Office by the 10th of the month following the quarter.

Note: It will be the special responsibility of the Heads of Circle to see that all the preventive measures / checks are exercised meticulously and every effort made to nip frauds in the bud. The Heads of Circles are also free to devise any further special checks they want to carry out in the light of local circumstances. However, the overall endeavor should be to minimize the incidence of SB frauds and tone up the Divisional Administrations.

Delivering hope: The Post as a humanitarian partner .

When it comes to resolving any kind of crisis or emergency, the power of collaborative approaches is hard to overestimate. Humanitarian professionals, for whom operating in crises is a daily reality, have a long history of collaborating with the whole range of local actors, including posts, to reach even the most isolated with life-saving supplies. However, although such collaborations have successfully served millions, the potential of the Post as a humanitarian partner goes much further. “When we speak about humanitarian supply chains, drivers for decision-making differ from commercial ones, where it’s much more driven by cost efficiency,” explains Sophie Gligorijevic, Head of the Logistics Division at the International Committee of the Red Cross (ICRC), on the latest episode of the Voice Mail podcast of the UPU. “When we are in an emergency, it’s not that we do not want to be cost-efficient, but the main driver is really the delivery time, and that’s what makes the main difference. We have to deliver at any cost and by any means.” This is where partnerships become indispensable.

 
As far as the ICRC is concerned, the main area of collaboration with the postal sector is the provision of financial services in the absence of other providers and particularly in hard-to-reach areas. According to Gligorijevic, the Post’s proximity to populations, understanding of their needs, and the trust that they enjoy with local communities are exceptionally valuable assets. “When we have a strong network of postal offices that is well-developed and that can provide financial services – cash distribution, bank transfer – this is the service that we need. (…) They usually have this extended coverage, they know the communities we are working with, because they are on the ground, and they are close to the people,” continues Gligorijevic.
 
As essential as it is, the provision of financial services is just the tip of the iceberg, when it comes to the ways in which the postal network can be used to facilitate humanitarian relief. According to James Hale, Environment and Sustainable Development Expert at the UPU, this vast spectrum of the Post’s humanitarian roles remains largely unexplored: “Many humanitarian organizations have already established dedicated humanitarian logistics networks, so they might not be so aware of the variety of other ways for postal operators to assist their work.”
 
To showcase the rich and diverse nature of potential collaborations, Hale identifies three broader themes around the Post’s role as a humanitarian partner. The first one concerns the place of the Post in humanitarian logistics and immediate humanitarian response, such as transport of emergency supplies, equipment and personnel. The unprecedented contribution made by postal operators to the fight against the COVID-19 pandemic is the brightest illustration of such work. Facilitated by the UPU through its Disaster Risk Management team and the Post4Health initiative, this contribution included the delivery of personal protective equipment (PPE) during the first stages of the pandemic, and later on – on advancing the global vaccine roll-out.
 
The second theme is a broader role that postal actors can assume in local disaster recovery, including but not limited to re-establishing postal communications, providing affected populations with access to financial services (including social welfare and emergency support payments), and coordinating emergency services on the ground. Thus, back in 2013, in response to the damages caused by Typhoon Haiyan, PHLPost – the postal operator of the Philippines – partnered with the national Department of Social Welfare and Development through Landbank of the Philippines to bring cash grants to about 18,000 beneficiaries of the World Food Programme (WFP). In 2011, the speedy resumption of financial service counters at Japan Post, following the Tohoku earthquake and tsunami, made headlines throughout the nation.
 
Last but not least are the additional services through which posts support people who have been impacted by a disaster or a protracted disruption. These vary from registration of refugees and displaced persons in the host country, to health and safety information campaigns, checking on the vulnerable in their homes and even helping displaced children to access education. The UPU’s Guide to Postal Social Services outlines the impressive number of areas in which posts can act as powerful social development and humanitarian partners. These areas are backed by concrete examples, such as the collaboration between the Turkish Post Corporation (PTT) and the UN High Commissioner for Refugees (UNHCR) in the provision of financial aid to refugees and asylum seekers in Turkey between 2017 and 2019.
 
“A key message that we would like to communicate to the broader humanitarian sector is that they should consider strategic use of (and investment into) the postal infrastructure, and partnering with Posts to achieve their humanitarian goals,” concludes Hale.
 
With the humanitarian sector actors generally seeking help to advance their reach and with the postal sector being uniquely positioned and willing to provide such help, it seems that there is a clear match between the two. By raising awareness of this synergy and by helping posts make full use of it to support their communities, the UPU facilitates the delivery of the most demanded resource of all times, which is hope.

Subject: Modification of instructions regarding Air Travel on Government account.

The undersigned is directed to refer to this Department’s O.M. dated 31.12.2021 regarding booking of air tickets on Government account after disinvestment of Air India through three authorized agencies viz. Balmer & Lawrie, IRCTC and Ashok Travels. Several references have been received in this Department seeking clarification regarding booking of air tickets for Domestic and International travel by private airlines in view of the disinvestment of Air India.

STATEMENT REFERRED TO IN REPLY OF LOK SABHA STARRED QUESTION NO. 117 FOR ANSWER ON 09.02.2022 BY SHRI GOPAL CHINNAYA SHETTY REGARDING COMPLIANCE OF RULES

(a) to (c): Representations received from public representatives on various issues are dealt by the concerned administrative Ministry/Department as per Allocation of Business Rules, 1961. The Ministry of Personnel, Public Grievances and Pensions has issued guidelines concerning official dealings between Administration and Members of Parliament (MPs) and State Legislatures and reiterated the same from time to time. These guidelines, inter-alia, provide for attending to communications received from MPs promptly and for showing courtesy and consideration to MPs and State Legislatures. It has also been emphasized that violation of these guidelines would be viewed seriously and render them liable for disciplinary action under the relevant Rules e.g. Central Civil Services (Classification, Control and Appeal) Rules, 1965, All India Services (Disciplinary and Appeal) Rules, 1969, CCS (Pension) Rules, 2021 or All India Services (Death-cum-Retirement Benefits) Rules, 1958, which could result in imposition of penalties or withholding or withdrawing of pension or gratuity.

(d): The State Government employees are governed by the rules framed by the respective State Legislature. The Chief Secretaries of all States/UTs have been advised time and again to bring the aforesaid guidelines concerning official dealings between Administration and Members of Parliament (MPs) and State Legislatures, as indicated in answer at (a) to (c) above, to the notice of their employees for compliance.

(e): The Central Government, in pursuance of its commitment to “Zero Tolerance Against Corruption”, has taken following measures to promote accountability and efficiency by encouraging greater transparency, introducing simplified procedures and reducing scope for discretion to combat corruption, which, inter alia, include:

i. Systemic improvements and reforms to provide transparent, citizen-friendly services to root out corruption by disbursement of welfare benefits directly to the citizens under various schemes of the Government through the Direct Benefit Transfer initiative; implementation of e-Tendering in public procurements; introduction of e-Governance and simplification of procedure and systems; and introduction of Government procurement through the Government e-Marketplace (GeM).

ii. Amendment of the Prevention of Corruption Act, 1988 on 26.07.2018 criminalizing the act of giving bribes.

iii. Operationalisation of the institution of Lokpal with the statutory mandate to directly receive and process complaints as regards alleged offences against public servants under the Prevention of Corruption Act, 1988.

iv. Invocation of FR-56(j) and AIS (DCRB) Rules, 1958 for retiring officials from service in public interest whose performance, after review, is found unsatisfactory and/or with doubtful integrity.

v. Preventive vigilance measures taken by the Central Vigilance Commission (CVC) as under :-

(a) Adoption of Integrity Pact by all the organizations in major procurement activities;

(b) Advising Centralized Training Institutes to include modules on preventive vigilance;

(c) Dissemination of Good Practices by publishing compilations of booklets on preventive vigilance;

(d) Advising Government Organizations, Public Sector Enterprises and Public Sector Banks to develop Standard Operating Procedures to prevent excessive use of discretionary powers at all levels;

(e) Inculcating ethical behaviors among employees and the Public through Vigilance Awareness Weeks, particularly amongst students and youth;

(f) Training, capacity building and skill upgradation of Chief Vigilance Officers (CVOs) and management of the Departments / Organizations;

(g) Scrutiny of Audit Reports by CVOs;

(h) Continuous revision of manuals on important areas such as contracts, procurement, recruitment etc.

(i) Continuous revision of processes and systems to dovetail the systems with the latest available technology; and

(j) Advising organizations to prepare Asset Registers in digital form for better asset management.
