This is in continuation of our memorandum submitted to your goodself by the Postal Joint Council of Action on 01.04.2013 on some important long pending burning issues which are agitating the minds of the Postal and RMS employees including Gramin Dak Sevaks and Casual, Part-time, contingent employees. (Copy of the memorandum dated 01.04.2013 enclosed herewith for your ready reference.

The following issues relating to the Postmen/MTS staff may also be treated as part of the memorandum.

In the past sufficient discussion has taken place during the Union’s meeting with the Postman Committee. In the Minutes No. 09-01/2005- WS-1/PE dated 9th March 2012 in Item No. 2(i) regarding extraction of data entry by the Postman it was assured that suitable instruction to all the Circles in the matter will be given by 30-4-2012. However, the final result is still awaited regarding Item (d) of the said Minutes. It was informed that the Union will be intimated, the aspects being under consideration of the Directorate when finalised. The present position in the matter may kindly be intimated.

It is further pointed out that during periodical and DC meeting held on 29-11-2012 and 28-12-2012 it was agreed in principle that DG PT Order No. 31-38/79-PE-I dated 22-5-1979 regarding norms would be modified in consonance with the changed circumstances. For this purpose it was also assured by the Directorate during the discussions that a Committee would be constituted for the purpose. But the Unions are still in dark regarding the Constitution of the Committee and the relevant follow up action on the subject under consideration. It is requested to constitute the committee early so that the delivery staff will be fully recruited and the target of 100% delivery achieved.

Regarding the definition of the congested area, it is amended that a dense population of 2500 per square mile (instead of Kilometer in the original order) would be a congested area. In this connection, it is assured that Directorate would examine and issue suitable amendment/corrigendum to the note 8 of the revised norms of Postman establishment. This is not yet done.
Due to fast urbanisation of small cities in the periphery of metropolitan cities, the density of population is alarmingly rocketing up. So earthlyminded examination is the right solution. The above fast increase in the density of population has become more than impossible to dispose of workload by the delivery staff in 450 to 500 minutes. Consequently, the delivery staff is unwillingly required to return some articles. In this contingency, there are no clear instructions as to with what remark such undelivered articles are to be deposited.

An additional item in reference to Item No. 4 of the Memorandum dated 1-4-2013 may be added as 4a as follows -

4a.   While conducting promotional cum competitive exams from GDS to MTS, GDS and MTS to Postman cadre we are in receipt of several complaints from the examinees that the examination papers for the relevant examination were very tough. We tried to convince the Administration to set examination paper in liberal comprehensive manner with the intention that since the aspiring examinees are already in touch in the routine work and they are not required to face with complicated and extraneous nature of work and also to cut down the delay in recruitment process. However, the Directorate has stuck up to its own decision that the above mentioned examinations are competitive and not promotional, liberalisation could not be considered. Due to the said decision by the Directorate it will be difficult to Department to hardly get 2 to 5% employees to fill up the quota of vacancies earmarked from GDS and MTS for the designated job and the volume of vacancies will remain unfilled every year. It is once again requested to simplify the questions.
