CHARTER OF DEMANDS
1. Fill
up of all vacant posts of postman and MTS (DPC and departmental Examination
outsider quota should be conducted positively in the same calendar year)
2.
Creation of additional 25,000 postman posts on the basis of expanding
area, population and to meet the( New
Parcel & COD business) new work load on I.P.P.B Ltd, C.S.I.
3. All Periodicals meetings should be
conducted regularly ( Directorate to
circle.& division levels Departmental Council, Periodical, RCJCM, Four
Monthly, Bi-Monthly and Monthly Union Meetings).

Additional time factor for door to door delivery of unaccountable
articles in multistoried buildings including newly introduced technology for
delivery work ( Request for Modification
in Directorate Order DGPRT
No-31-38/79 PE-I even dated
22.05.1979 is too old).
The Est –III should be
collected scientifically as (a) number of houses/apartments to be visited
during duty hours. (b) Number of letters to be delivered during duty hours (c)
how many kilometer to be covered during duty hours in a day).
5. Stop
outsourced postal agencies, immediate fill up of all vacant posts lying vacant
since 2011. (Speed Post, Parcel, Regd. Letters with all Accountable Articles

Proper security should be provided to cash overseer/postman at the time
of carrying huge cash (Arm guard/Police escort).
7. Provision of insurance to the cash carrying
employees up to maximum limit for safety and security. Provision of cash
handling allowance to involved staff. (Overseer Cash, Head Postman, Postman).
8. Unilateral Introduction of CST (Computer
Skilled Test) as an examination paper in LGO examination to be dropped. It
should not be mandatory to the LGO applicants.
9. Settle all the MACP issues, within time frame on the
basis of original order of MACP, related to postman and MTS.
FOR EXAMPAL
(i) Non implementation of MACP DG order
no 1-2/2008-PCC,dated 4-11-2013 and clarification order No 1-9/2014-PCC dated
1-5-2015 provision of para-5 of Annexure to OM on MACP in case of officials
covered by TBOP or BCR/ACP Schemes vis-a-vis Para 6.2 of Annexure to OM on
MACP, date 18.09.2009
(ii) Non-grant of MACP to Promoted Postman from MTS after
completion of 10/20 years of service. In the MACP original order date 18.09.2009 it is clearly
written that after completing 10,20,30 years of service the employees will get
MACP I,II,III, and in their full service period they will get three promotions. It is also written that
they will get next GP after completing 10, years of service. So Promoted
Postman should be given MACP-II after completing 20 years of service it should
be treated as third promotion. Therefore to get MACP-III it is not necessary to
complete 30 years of service
10. Implementation of cadre restructuring the
cadre of postman and MTS as per
previous cadre.
11. Proper security/scanning devise should be
provided at the time of booking &
PARCELDELIVARY HUB of parcels and
COD parcels to avoid fake and fraud booking.(to avoid undesirable consequences)
.
12. Computer advance should be provided to all
postman and MTS without any restriction in basic pay.
13.
Regular/timely maintenance work of Staff quarters and Post Office
buildings should be carried out.
14. As
the postman and MTS work related to physical hard work under the sun, rain and
cold, five days in a week should be considered.
16.a) Old Pension should be
restored to the postman and MTS, those who are promoted on / or after
01.01.2004 rendering twenty years of GDS service.
b) Non-Payment of pension to Postmen and MTS recruited on or after
1.1.2004 from GDS employees and retired from service on
superannuation but they are not getting their
pension.
17. The Postman and Mail Guard should be given
Rs 2400/-Grade Pay/7th CPC
LEVEL-IV as per qualification enhanced from 10th standard to 12th
standard.
18. Dress allowance should be increased from Rs
5,000/- Rupees (Five thousand to Rs 10,000/- (Rs Ten thousand) only.
19. Union must be taken into confidence before
introducing any new business /scheme related to postman and MTS.
20.
Ensure 25% quota for promotion to MTS from Contingent / part time staff
engaged up to 01.12.2010 instead of 01.09.1993.
21.
Immediate Payment of speed Post incentive to speed Post delivery
Postman.
22. Provision of Arm Guard should be made for
security of ATM.
23. Training
period of postman and MTS should be taken in account for service.
24. Postman and MTS should be allowed for I.P.
examination as per eligible cum fitness.
25) Stop nodal system to separate
deliver of Speed Post & Parcel and same should be delivered through regular postman in
respective delivery post offices. The nodal Centre and Hub should be in
existence but the delivery should be effected through the respective delivery offices.
