Sub: Brief of the 47th meeting of the NC/JCM held on 13.04.2019
After 09 years, the 47th Meeting of the National Council(JCM) held
today, i.e. on 13th April, 2019, in a very cordial atmosphere, was
fruitful to some extent.
The role of the Cabinet Secretary was positive, and on many issues
he gave on-the-spot decision, i.e. on the issue of court cases related
to Service Matters, he gave decision that, the decision given by the
Hon’ble Apex Court in one case would be implemented
uniformly and universally if there is any lawful direction, even in
individual case. Similarly, he agreed to review many issues which had
been earlier declared as “Closed”.
The Ministry of Finance(Deptt. of Exp.) has finalized Running Allowance, and orders to this effect will be issued shortly.
He also directed the Railway Ministry and CBDT to resolve the issue
within a timeframe for exemption of Income Tax to the extent of 70%
Running Allowance, which is the demand of the Staff Side.
The Cabinet Secretary also directed the Railway Ministry to resolve
the issue of “Good” benchmark from “Very Good”, in-house, for promotion
under MACPS, based on regular promotion criteria.
The Cabinet Secretary has given directions to explore possibilities
to give option to NPS Covered Employees if they opt for deduction for
General Provident Fund.
Stepping-up of pay of seniors, under MACPS, has been accepted if the junior is getting higher pay.
The demand of the Staff Side for MACPS to Railway School Teachers has been accepted.
There had been many decisions and review on various items raised by
the Staff Side, detailed report would be sent you after receiving the
minutes.
